It's pretty simple, and it's how most of my guild is farming and making gold. It's also been stated in several PvP threads. You have v16 runes and Mats that sell for cheap TVS. I haven't even seen a v16 rune drop in Wroth, I get them from IC and use them or sell them to the PvE community. Go try it, maybe you will see the light, or not.
Soon, all the dungeon masks will be available to purchase with AP. So, PvP players will be sitting in a great position to make gold in IC, and get top tier PvE content without having to do any PvE. Yet, a lot of PvP derps tell the PvE players to get over it and they have to do PvP to get runes/mats.
It amazes me PvP players cry about gold.

PvP gives you 0 mats, killing mobs gives you mats.

The most complaints I have heard is availability of the v16 runes. It's very very easy to acquire them in IC, but not at all in Wrothgar or in PvE. That's the only legit complaint I hear. It's not an IC issue, it's an issue with mats in PvE.

That is a pretty one-sided view onto this DLC - PvP is an option there, not a duty. Another option would be to form a temporary alliance with members of another faction in order to achieve a temporary common goal in the IC. This is not unlike the faction creation in ESO in a whole - all 3 factions consist of races, which are normally not compatible mentality-wise, but they formed alliances to achieve a common goal. Just because PvP is allowed, does not mean it would be the sole purpose of this zone.
But gate camps are typical in locations, where there is the sole entry to a contested area - it is the most vulnerable and easy to guard location and so it is used for this purpose. It is as well wrong in my opinion to come with the argument, that these people would hold you back from this DLC content, that is not what they do. They themselves use the content of this DLC for one of the purposes it was created for - to PvP. If you cant compete alone, bring friends and fight them - it is not a theme park there, where you can just do sightseeing without taking a risk - taking a risk is the actual purpose of this DLC.

1. It's both actually: a PvE expansion and story set inside a PvP zone
2. Wrothgar is better for farming mats due to the scaled nodes giving you raw mats and enemies dropping v16 stuff without having to worry about enemy players.

The two dungeons are PvE. PvE players are forced into PvP for sewers. If PvE players don't want to engage in PvP they cannot do IC. Get it?

Ppl aren't forced to do anything in this game: you can choose to do both in IC. I personally find it's better to go in there with a PvP setup and farm with that, but I'm not forced to seek out and fight other players now, are we?
I'm finding it hard to believe you cannot grasp this, but I will bite anyway. PvP players engage PvE players in IC during boss fights or simply farming. They don't want to PvP. In other words, it's a PvP zone. Get it yet?
PvP players cry about not making gold, which they can EASILY in IC. Also, they will have access to top tier PvP gear with AP points because they cried about it long enough. Yet you have the PvP community constantly telling the PvE community to just PvP and stop the QQ.
This isn't hard to understand. You should have to PvE for your masks, period.
IC was flagged as a PvP-DLC. Expect PvP in a PvP-DLC. Even if it has some PvE aspects. You bought it out of your choice, knowing what it would be like. Don't demand changes just because it doesn't suit you.
How would you feel like if PvPers were asking to make Wrothgar a PvP zone?

here are a few reasons pvp can be bad for imperial city
1:being ganked whilst fighting. Say your just farming some clanfears and dremora which can be tough on the stam and hp at times and a nightblade just teleport strikes you and starts killing you right when your low on hp and stealing your telvar sometimes if your lucky the mob will get the last hit but this is not always the case all classes can do this but I find the nightblade to be the most noteworthy of this kind of thing .I find this heavily interferes with the pve aspect of IC.
2:player farmers these guys are literally everywhere you go but in extreme cases they are even found in the locked axe campaign staying inside for weeks on end to gank players trying to farm there. Axe is closest thing to pve in IC you can get atm and even that is being polluted by abusers and trolls which really annoys me.
3:this is more in general to the way IC works but the lose of telvar on player kill is downright absurd why not make it so instead of losing that much telvar you gain a certain amount on player kill maybe 100 this probably wont work for some people but I say stuff it so sick of this happening to me and my friends and I say put an end to it or at least make a campaign where this is not the case or there is no pvp AT ALL.
I for one hate losing progress and hard earned work especially to a guy with 501 champ points I clearly don't stand a chance against and it irritates me more when they try and seek out the players worse off then them to farm just seems so scummy.
And to speak ahead of time for those people who say you don't like pvp don't play it. Why? I should be able to play a dlc without this kind of insufferable crap. I know for one Bethesda likes to appease to everyone so where is the love for the Pve community in this cause I certainly don't like pvp being shoved down my throat its different in cyrodil but this is just plain wrong ik that there is orsinium for the pve but why cant there be both pvp and pve in imperial city sewers or at least a less brutal telvar loss system.

It is a PvP area. If you don want to lose stones then group up. If you still cant succeed, then l2p, if that doesn't work then go back to PvE land where everything is scripted and happens over and over again in the same order.

No, actually this is not what the elderscrolls is made for - it is a roleplaying MMO - if you just want to do pvp and nothing else, you are wrong in this game.
