Yep, it is. The system needs changing.
As an example, if you run solo and earn 10k AP an hour it will take you twenty (20) weeks of PvPing one hour a day to earn Magicka Detonation. Madness. You need to do this for every, single, character.
I hate PvP but I am doing it for the skill but I actively feel punished for PvPing on other characters because I don't earn any AP towards Magicka Detonation, the essential DPS skill.
Just out of curiosity @ZOS_BrianWheeler, do you have any intention of changing AP requirements for skills or possibly making them earned account-wide? Honestly I wouldn't even mind them not being account wide if they were just easier to get. Maybe 1 new "thing" (skill or passive) in the Alliance War tree every rank up to rank 10?4 -

✭I sure hope they don't change the AP needed. Not everything needs to feed into instant gratification. One of the few areas of this game that has any sort of longterm progression. I'm rank 12, been playing since launch in April 2014, and I don't care that I've not rushed through all the alliance ranks.0 -
