Even though I'm biased as a DC supporter myself, I see the Stonefalls + starter islands quests to be a good example of how they are not quite as bad as the others, as all they did in those zones was pretty normal war tactics, unlike Shadowfen where AD just went insane

These are just feelings on the words themselves, not from experience with play. I remember thinking this when I first looked on the website while I was waiting for the beta to download.
@Daraugh The Dominion General was called Ruuvitar, and the Covenant General was called Serien. Quests "The Dominion's Alchemist" and "The General's Demise".I think Molag Bal is doing a good job turning everyone against each other. I admit I clicked EP as a knee jerk reaction to their attempts enslave Argonians, Khajiit and anyone else they can get their unclawed hands on, but neither the Nords or Argonians are evil. The Dunmer just grab center stage it seems.I don't think any of them are particularly evil. The AD as an organization has no racial supremacy in this era; it was specifically created as a union of multicultural territories. The racial supremacists in Altmeri lands during this time frame are the Veiled Heritance.
The storyline in Shadowfen makes a good case against the AD, but just as with the DC general in Stonefalls, the AD general in Shadowfen is rogue, operating beyond his alliance's protocols to further his own means.
@Enodoc, do you remember the name of the general? I'm trying to recall the quest because it was pretty horrible and I think I blocked a lot of it out lol.
Completely different organization. Not all Bretons are part of the Covenant, and the Reachmen have no affiliation with them. The Reachmen are affiliated with Molag Bal. I'm pretty sure Thallik Wormfather is a Nord. DC never attempted to raise the dead (we established above that rogue operatives do not count), but a renegade privateer may have convinced the DC leadership to gain control of some spirits that had already been awoken by the Bloodthorn Cult.Dagger Fall has attempted to Raise the dead to create an army. Raising the dead sounds like a worm cult thing. Worm cult is responsible for the constructing the dark anchors. Dark anchors are used to summon daedra in an attempt to pull Tamriel into Cold Horbor. Conclusion, Dagger Fall Covenant is the most evil of all the factions.
Also, just to point this out, Thallik Wormfather is a Breton and Angof the Undying (or the Gravesinger as known in Tamriel) is Reachmen who are related to the Breton's. Breton's are members of the Daggerfall Covenant. AD and EP are morally ambiguous most of the time but to call them evil is too strong of a phrase to describe their actions. Most of the evil in this era, aside from Mannimarco of course, seems to be coming from the DC faction, namely the Breton's.
