I have to disagree. I tested the Torug's and it does add value when I add it. Make sure you check out my new research here:

@Kildayen, thanks for the detailed testing! So as I understand it the spell damage from your Old set is 2688. With 5 sorcerer skills this is increased by 10% to 2956.8 which is in agreement with your character sheet. The 10% is due to 2% for each Sorcerer skill.
I believe I understand why you have 142 more spell damage when you equip a restoration staff on your off bar. I have reported this issue on the PTS but I guess ZOS did not fix it. I believe you are using a Magnus restoration staff and when you switch to it the game errorneously thinks you have 4 pieces of Magnus equipped. The extra Magnus piece gives 129 base spell damage which is increased by 10% due to having 5 Sorcerer skills slotted and the Expert Mage passive. This makes the increase 142 spell damage.
From my testing on the PTS, I found such bugs are only an UI error. If you were to cast a spell, say Crystal Fragments, on the same monster with and without a restoration staff on your back bar your combat log should report the same damage.
The reason your spell damage is not being increased in your New set with a restoration staff on your back bar is that it is not activating any extra spell damage set bonuses errorneously.

Okay, so... with either 5X Julianos or Kagrenac's equipped, if I add a 4th piece of Magnus my spell power DOES NOT go up. See the video. Removing the 4th piece of Magnus armor doesn't affect my total spell damage, despite losing a 4th set bonus piece which SHOULD grant me additional spell damage.
Science done! 20K gold well spent.
