Halving tel var stone prices?
Is this a thing?... I haven't seen that anywhere, may have missed it. Source?

. Uh, halving the price will have the exact opposite effect that you fear.
It makes the stones more valuable and it makes stones are more viable source of obtaining mats. Keeping the prices high will kill IC even faster.

Agreed, have you seen the node spawn rates for the new material in Orsinium? This makes IC a whole lot more attractive.

...a worthy place to spend time. Honestly, this is a misguided decision from an economic perspective.
If you want to gear attention away from IC and toward Orsinium, then make the new content engaging and new. It appears to be just that, so don't worry about changing IC... People can and will pay for and play in both extensively.
If you want to gear more attention toward the sewers, then don't decrease TV prices... That will just drive people to spend less time underground. Instead, add items to the TV vendor lists. Give people a reason to farm more -- decreasing prices just lets them finish farming sooner. I recommend gold upgrade mats for 20k TV apiece, or v16 versions of the old PvP container sets that everyone likes for like...100k TV apiece. Give people incentives to farm...don't make farming less impactful.
Unless you just don't want people to go into the sewers period, in which case you shouldn't have made such a beautiful and engaging PvP area for us.
Those are the only possible motivations for this decision that I can see.

Almost everything on the PTS is halved in price if you buy it with TVS, Rubedite for example is 50 stones per ingot now instead of 100. Some remain unchanged however like green random boxes.

Then the frequency of node spawns in Orsinium are too high. The availability of mats is fine the way it is. It shouldn't be made easier with the upcoming patch.

Orsinium has low spawn rates for those nodes, though. Plus, mats are not the only thing purchased using Tel Var... You're missing the point.
