I'm 99.9% sure this will not affect Enchanters one bit, just like the Master weapon enchantments.
Enchanting keeps on sucking, and meanwhile, they add new enchantments as loot to make the profession even more useless.
Don't agree with your views on enchanting so I am not even going to bother with a list of reasons as to why, but do think it's too early to argue anything about this addition until there is more information. As usual, ZOS did such a rotten job of presenting this that there is no way to know without proper details.
One thing you can bet though is that it will be possible to make new glyphs of some type, since there are new mats to collect for them (see screenshot, two of the new potency rune are worth one big chunk of TV stones even from a vendor)... Will we be able to decon the prismatic enchants? craft something similar? this is definitely one of the things I intend to check out on PTS and find out what's what, especially in the adbsence of ZOS bothering to give any decent info on the subject.
I would say provisioning and alchemy are more useful than enchanting, as the passives can increase the durations and effects of the consumables.
I suppose, but the bonus through glyphs is also quite helpful for both armor and weapons. Not to mention the economic perspective that enchanting has. I have made more money with this profession than all of the other ones combined. Most of the crafting in ESO is backwards. The materials are more expensive than the value of the item you craft with those materials. But, not with enchanting; there is a very nice profit margin.

Can anyone pls tell me where to find the Hakeiko rune in IC?
You find them by killing those special scamps in the sewers that randomly appear. There are two types of those scamps, gold and silver (i think).. im not sure which one drops it but best to just kill them both anyways cuz they both drop good stuff

Trove Scamp. The other Scamp only drops a Telvar Stone bag with <100 stones in it. Junk.
