Some mechenics that got me confused, help wanted :)

As the title says l'm a bit confused about some mechanics. Did some surfing on the mighty web but the outdated info still got me confused so waited till IC pat h to ask up to date answers 
1. Empower: next attack +20% damage. This used to get eaten by your LA if you were weaving. Is that still the case?
2. Rufian passive: Dual wielding nets more spell damage, l get that. But is it still beneficial to wield swords for the passive 5%? Used to say spell and weaponattacks in the tooltip, now it only states weaponattacks. So can l just wield dual axes now or is the 5% bonus on swords still there?
3. Executioner: Improves the damage on all weaponattacks once the target is below 50%. Does that mean all attacks, eg also biting jabs on the 2h bar. Or only the skills from the 2h skill line?
4. Radiant Opression: Scales off max magicka. So is it better to go max magicka gear and mundus stonewise or just stick to stacking spellpower? Seeing as RO isn't the only skill in the rotation and the other ones benefit more from spellpower.
I read answers that go both ways so l'm looking for some desicive answers now. Hope someone can help. Thx in advance.

DeanTheCat✭✭✭✭✭1) Empower +20% damage is on the next direct damaging attack, so if you are following an Empower buff with a Light Attack, you'll be empowering the light attack. Stop the weave and use a high damage nuke
2) Twin Blade and Blunt increases weapon damage instead of overall damage now, so if you are a Magicka Build, you have to use axes if you want any benefit from that passive.
2a) Ruffian boosts the damage of all abilities when attacking a CC-ed target
3) Executioner only applies to abilities from the Two-Handed line
4) For a Magicka build, it's easier to stack Max Magicka then Spell Power, balance the two evenly. A good benchmark to aim for high damage Magical Attacks is 3k+ Spell Damage and 30k Magicka when fully buffed. RD is also currently bugged in which the first tick is an auto-crit.

This one does not advocate for any class to be nerfed. There are far deeper underlying issues then a simple "Class Imbalance". The Champion System is the problem. Not classes.
