[BUG] Medium Armor Agility Passive not granting 12% increased Weapon Damage

AlcastClass RepresentativeBack on topic, how long has this medium armor bug not been granting 12% weapon damage? Did it happen with the IC patch or has it always been like this?

You are incorrect. It's been well-known that WB can be animation-canceled.
