We took a look, and this should actually be fixed on the PTS. We mistakenly forgot the patch note, but once we go live with this update, it will read:
- Dawnbreaker and its morphs will now consistently wait one second before the damage over time effect is applied. The amount of damage applied and the duration remain the same.
Mountain's Blessing isn't applying Minor Brutality; this is not on Known Issues @ZOS_GinaBruno ?

All you doom and gloom tanks. Don't you realize that is possible to be just as tanky in light armour as it is heavy so just swap to light and be done with it. The dresses are coming back. Shave your legs in preparation.

What part is bad?
And what part of it is good actually? Well, I guess if you look at it from the cup is half full perspective, then yeah, sure it's a buff, but it's a buff to a rather lackluster class skill anyway. If you're a stamina DK that is. My magicka pool is precious, and there are other class skills that I would rather spend my precious magicka resource on.

PvE Wise Stamina DK and Stamina Sorc are as good as Stam Temps/Nbs. And next patch the only good Stam class left PvE wise will be DK.
In PvP however, for me it goes like this Stam DK>Stam Nb> Stam Temp> Stam Sorc.
Its just, every nab can dodge Wblow and therefore makes this skill quite uselss in pvp.

I don't think you understand the point of weapon trees, they are there to provide access to general abilities that provide a solid baseline, like a magicka based ranged nuke. Then you are expected to synergise with those skills using your class abilities.
