We took a look, and this should actually be fixed on the PTS. We mistakenly forgot the patch note, but once we go live with this update, it will read:
    • Dawnbreaker and its morphs will now consistently wait one second before the damage over time effect is applied. The amount of damage applied and the duration remain the same.

Mountain's Blessing isn't applying Minor Brutality; this is not on Known Issues @ZOS_GinaBruno ?

@ZOS_JasonLeavey is Mountain's Blessing [Dragonknight, Earthen Heart passive] not applying Minor Brutality a Known Issue?

All you doom and gloom tanks. Don't you realize that is possible to be just as tanky in light armour as it is heavy so just swap to light and be done with it. The dresses are coming back. Shave your legs in preparation.
Banned for Naming and Shaming exploiters. Great ideology ZOS.

•Black Rose: This item set has been redesigned. The previous ability (returning stamina on block) has been replaced with an increase to the resources returned by the Constitution passive ability by 50%, and also grants bonus Weapon Damage and Spell Damage

    Srsly ZoS?
I brocks on a 4sec Cooldown and its totaly useless, i could also wear histrinde and dodge autoattacks and will lose no Stamina.
Do you want to have "Tanks" still in PvP ?
Evry Dk should use now staff ?

I dont know why are you doing so big changes to PvP , remove Shildstacking, remove Sharpen Mace Bug, and edit Op Finisher of Templar, you could also increase the block cost up to 50% instead of making Defensive Player useless.
Or dont allow attacks which you cant dodge, or decreasse dealing dmg if you are blocking by 20-50%,
But now this PvP will be so boring cause evryone is going for Magicka Nb cause now you can cloak over the whole Map.

Could have just added a cooldown to the black rose proc, but that would require work to test and find an appropriate balance. Instead ZOS chose the easy way of just deleting it an replacing it with a bonus so crappy no one will ever even buy it from the tel var vendor.

This has been a badly needed adjustment. It still may need more range.

Not gonna disagree, but its bad anyway.

    What part is bad?

And what part of it is good actually? Well, I guess if you look at it from the cup is half full perspective, then yeah, sure it's a buff, but it's a buff to a rather lackluster class skill anyway. If you're a stamina DK that is. My magicka pool is precious, and there are other class skills that I would rather spend my precious magicka resource on.

So made NB cloak even more OP and still no changes to heavy armor with U7 going live monday. Have you guys atleast changed the access to the city and reduced the number of mats needed for crafted VR16 gear?

Bug fixes vs. functionality changes are not one and the same (Yes, please buff heavy armor btw)

    Itemization
    • Added a selection of useful potions, food, and drink to the Siege vendors in Cyrodiil.
      • These items can only be purchased with Alliance Points.
      • Though better than the consumables found from monsters, vendors, and treasure chests elsewhere in the game, they are still inferior to consumables crafted by other player characters.

These are way over priced. 2.2k AP for 1 hour of drink? Hah no thanks.
This recent update has made me sad. Sad for the game. Sad for the community. Sad to pay whatever it is now. I want the previous eso back.

They intentionally added the player rooting when charging, don't recall the exact reason but it had something to do with making charges more reliable. Mobs shooting through walls, projectiles don't check collision and only need a brief los check.

The main problem with countering magicka NBs with cloack, is that things like revealing flare doesnt counter it, sure they cant go into cloack while in the flare, but move outside it and the no stealth penalty doesnt count.
And still nothing on fixing mighty to react to bosses, or making some of the stamina morphs and the ultimates (when stamina and weap dam is highest) scale of armor penetration instead of spell penetration, which prob is the result of lazy programming.

All misinformation about tanking. You do realize that the difference between getting 2 shot versus having survivability against the Mantikora requires heavy armor, right?

    Cloak fix <3

    @ZOS_GinaBruno
Other planned changes to cloak or should it be fixed by now?
Or a bit different asked: any skill still breaking cloak and not intended?

Great :) so now where everything is fixed, we can talk about penalties for cloak. That was the deal some of you, including you made with me :D

Wrong. My conditions were an unbreakable cloak, working whenever I use it.
Just like other abilities with penalties.. :)
This game is not based on 1v1, slot one counter and use it.. Easy as that.
Cloak is strong, but basically you want to nerf the only NB defense skill apart from shadow image, which is rather considered as escape, simply cause you're too lazy to slot something.

Might be annoying to lose a NB using cloak when you miss your chance to counter it, but it's not different with bolt escape.
As soon as a sorc ports twice, meaning waiting a single second, he's out of range for most if not all gap closers.

I'm not against a penalty itself, but I'm against a penalty and a breakable cloak.
If I use charge against streak then I'm the one who can attack you.. And ranged people of course.
If you use any of these many counters against cloak you hit me out for everyone, yes everyone.
And on top of it you want a penalty.
    Nope.

PvE Wise Stamina DK and Stamina Sorc are as good as Stam Temps/Nbs. And next patch the only good Stam class left PvE wise will be DK.

In PvP however, for me it goes like this Stam DK>Stam Nb> Stam Temp> Stam Sorc.

Its just, every nab can dodge Wblow and therefore makes this skill quite uselss in pvp.

I don't think you understand the point of weapon trees, they are there to provide access to general abilities that provide a solid baseline, like a magicka based ranged nuke. Then you are expected to synergise with those skills using your class abilities.

In the mean time while you are waiting, you can use your stamina burning breath, unstable flame, boost your stam regen with GDB, battle roar, helping hands, and boost your crit with flames of oblivion and your weapon damage with Mountains blessing.

I'm not saying the other classes are perfect but stam sorcs are at the bottom of the barrel right now for class based stamina skills and stamina supporting utilities and passives.

I don't think you understand how much of a HUGE advantage having a class based stam DPS or stam support utility really is. Of course you can use a weapon skill but having class based stamina DPS or stamina utility gives you versatility and puts your class on a much higher level than other classes with stam builds consisting mainly of weapon skills.

Here is a list of every (current) class based stam support utility: The list speaks for itself. Guess which class has the strongest stam build and why. HINT: It's NOT about weapon trees.

Templar Class Skills and Passives that Support Stamina Builds
    1. Direct Damage: Biting Jabs/ Stam Javelin
    2. Stam Support Utility: Repentance
    3. Passives that support stamina: Balanced warrior
    4. Armor Debuff: Power of the light

Dragonknight Class Skills and Passives that Support Stamina
    1. Direct Damage:Burning Breath, Unstable Flame
    2. Stam Support Utility:Green Dragon Blood, Flames of Oblivion, igneous weapons
    3. Passives that support stamina:Battle Roar, Mountain's Blessing, Helping Hands
    4. Armor Debuff:Burning Breath, Corrosive Armor

Nightblade Class Skills and Passives that Support Stamina
    1. Killer's Blade, Ambush, power extraction, and Surprise attack (the mother of all direct damage stam skills:)
    2. Stam Support Utility: Relentless Focus, siphoning attacks, power extractions (functions as 1 and 2), double take
    3. Passives that support stamina:Master Assassin, pressure points, hemorrhage, refreshing shadows(30% stam regen with no need to slot anything)
    4. Armor Debuff:Mark Target, Surprise attack

    Sorcerer (Current)
    1. Direct Damage Class Based Stamina Skill: NOTHING
    2. Stam Support Utility: Nothing that returns stamina reliably. Bound Armaments (takes two slots), Dark Deal (crippling 4 second channel), Boundless Storm (mobility utility), Critical Surge (expensive as hell, Dots steal big heals)
    3. Passives that support stamina: unholy knowledge (5% stam cost reduction)
    4. Armor Debuff: NOTHING

For all of you shouting "USE WEAPON TREES" Do you even theorycraft bros? Not relying on a weapon tree for everything gives you tons of utility and doesn't tie you down. Utility and mobility win fights in PvP more than raw DPS.
