Its separating player base - Yeah i know, it is separating playerbase because of silly discussion like this, where people who dont do anything want everything and when they dont get it they demand to remove it from people who earned it. You know what really divides playerbase? Factions, PVP. It literally divides playerbase into three enemy groups. CP? They are just there, awarding those who actually play game, not afk whole day in capital city manipulating markets.

I don't really have a problem with the way the current Champion System works other than how players obtain Champion Points. The only change that needs to be made, in my opinion, is to shift Champion Point gain to completing objectives: quests, dungeons, trials, and PvP.
The only real problem right now is that people AFK grind 12 hours a day to create such a gap. Move Champion Point gain to actual content and the problem solves itself. Those who play the game the most deserve to be the best, not those who grind the most.

How would PvE content be hard to balance? You can do all end game trials with less than 100 CP EASILY right now. The only "balance" they would need to do is to add new end game PvE suited for players with more CP. That's it. Players with no CP get the current content, players with lots of CP get harder content.

That ^Champion Points are fun!
& I love earning them for my lower characters
...but I don't mind that PVP grinders have more than me.
AND I don't feel ineffective in Cyrodiil either, I win some & loose some.
Why are we supposed to care so much how many points other people have? I don't get it!
In regards to balancing PvE: How about balancing normal mode around little CP (like 200) and hard mode around current max CP? Everyone not at current max will have a real nice challenge up to "can't do it"-hard (which is what is stipulated by top end PvE crowd).
The only change required to current itemization would be that normal mode will have to reward max level equipment as well, so you need two different sets of item sets.

I see from your signature that you are against the removal of stam regen while blocking.
Can I ask you why? This may sound harsh, but if you can't keep up with champion points to have a stamina pool big enough to tank any content, you should think to play other games. May I suggest a browser game?
