If that's what they said then it's BS. Why would they need to add levels to add content? Why couldn't they just add it in at VR14? Never heard anything so ridiculous from an MMO dev.

I don't know the details, but this was the reason provided I believe, it's a 2cnd party paraphrase from yesterday's ESO live. I believe it basically means they want to introduce new gear with the new content, and the time it would take to itemize all the new gear as well as all the existing gear in order for it to match a vet system restructure, would delay the release of new content even further.

If there's PvE content (solo and group content) where VR 16 character can gain XP at the same rate as lower VR characters can right now then I don't really mind it.
Even though I'll probably have to replace all my gear... again ><
I have to say though I see no good reason at the moment why the increase in max VR is really, absolutely needed. Hopefully, Eric Wrobel will explain why the update is needed in the next ESO live which will be more about itemization.

pretty certain i'll still be wearing my ravager that last bonus is worth a lot more than a tiny bit of armour rating.
