    Nice.

It should not be Ledgermain, as that is already in use and working fine.. Maybe the thief's guild line could have some options to face off against enforcers, as I can't really see how it would be fair pitting a PvE player skillset against a PvP skillset

they could have the skills tied closely to the justice system, so it doesn't really affect anything outside of it.

example; thief guild or enforcer line: Knock Out - ranged instance with magicka cost - knock the person out if they have bounty/are enforcer.

Dragonhold 5.2.11 PvE : Medium DW/2H The Blood Furnace
March 2021 (too lazy to add CP) PvP: Medium DW/Bow The Stabber

It is like PVP ganking someone questing in Cyrodil (Which I know is legal, but still says a lot about the people who do it).

People hang out at the quest areas/quest delves KNOWING the questers are already trying to deal with NPC etc. and smacking them down when they aren't actually ready to fight.

This is pretty much what has kept me out of the Cyrodill quest lines.. I'd love to experience them, but getting killed while fighting a bunch of npc's kill the fun for me very quickly

i was not Long ago in a delve to kill the last Boss for the achivment "Explorer", after 2 hours Boss spwaned and i attacked.
when i got the Boss at 20% i got attacked by 2 random Players....

... well i left the fight with Explorer achivment and kill a Player with your own hp under 5% :)

BTW all the cyrodil delves use public dungeon spawn rules. Only 2 nameds can be up at a time. kill the nameds that are up to randomely spawn 2 spawn others (might be same ones). They do reset after every so often to clear stuck mobs etc. but killing the other bosses is waaay faster in all but maybe 2 delves. Those other PVP players probably spawned your boss by whacking another boss on the way to you.

I would prefer the skill line opposing Enforcers be specifically designed for Justice System PVP... thieves guild skills shouldn't be combat focused.

I'm inclined to agree with that. Add some actives to the current Legerdemain passives for Justice PvP, and the Thieves Guild and Dark Brotherhood would get their own separate skill lines as well.

But it would be a system that would accompany DLC. How do you unlock a skill line? With Skill Points obtained from Skyshards. Where do you get those? The new DLC area!

True, but also there are buckets of skill points. It is pretty easy to respec out a bunch if you have them all. They didn't add shards for Stealing line, so who knows.

Oh no.... Imagine if they implemented skill lines that require like... Emerald Sky Shards which can only be found in this one zone, which is DLC....

This brings up an interesting point about DLC access and DLC zones having Skyshards. Someone who hasn't purchased the DLC and doesn't have ESO Plus would be missing out on Skyshards if they put some in DLC zones...

At this point more sky shards would seem excessive. You get skill points the main story line, your factions main story line, each group dungeon quest, one for every standard level, 5+ from every zone and then Cyrodil. That is well over 150 skill points, a lott of which may never be used or simply be used in areas that can be deemed as"why not? "

oh hell no, im NOT going to pay for a game where i am forced to PVP, if they add this, then im not playing this game ever again.(Yes i have a subscription and bought extra crowns.)

And i just returned after a long break since beta and if they make a system where other players can hunt you down, just because your playing a "rogue" class, then i want nothing to do with ESO ever again. Main reason why im playing on a PvE server in a PvE game.

If i wanted PvP, then i would just join one of the many crap COD games out there.

This is a nice PvE game, where we can craft our armor and create some food for our journey. If people Really wanna ruin that and see many players leave(cause i know most PvE people do not like to be forced into PvP), then make a system like you suggest.

This is my opinion and im not going to discuss it.

Give it up @Tandor .. He won't see it..
I essentially don't really see the difference between being one-shotted by a guard and being one-shotted by an Enforcer; the cause of either happening is the same (being KoS), and the result is also the same (being killed).
The difference is as simple as that I can escape the guard, because he don't have a *** of bonusses, and he don't posess human intelligence and patience
With the right balancing (and there would need to be a hell of a lot of balancing for this to work), you should be able to escape an Enforcer in the same way as you do a guard - run like the clappers :)
When I've been chased by a guard, I haven't stopped to look back at how I managed to escape them, but I assume it's a combination of distance and line-of-sight. I've managed to escape from a PvP situation in Cyrodiil in the same way, so that's what I'm basing this all on.

I think they will do it right when they get around to doing it, and I'm sure it'll be on PTS long enough for it to be tested so they can get feedback on the concerns people have.

I made a suggestion of ways this might be possible here http://forums.elderscrollsonline.com/en/discussion/171580/why-i-think-they-shouldnt-release-the-thieves-and-assassins-guilds-anytime-soon#latest

The issue with this is that the justice system is too much random now. It is very easy to commit a crime by accident. The propose system would add a PvP element to a PvE part of the game. If it would be introduced, it should be fully voluntary and it should not be so easy to be forced into PvP by accident.

I get what you mean. I sometimes accidentally grab a carrot or soul gem or what not, because next to the actual thing I was targeting or some NPC bounced into me moving my mouse pointer :dizzy:

But I dont think the enforcer feature will be involved in minor crimes. Probably need to be a fugitive with kill on sight bounty or similar. I very much doubt player involvement will be allowed, when you're only disreputable with a smaller bounty from petty theft. That wouldn't make any sense.

Guards aren't going to attack you instantly because you stole something no prior, so why would the game let other players do it? Not unless those players can give you the option to pay your bounty first, than attack if you're trying to run away.

I just assumed the outlaws would only be attackable (pretty sure that's not a word) if they had already committed a crime so that would basically make camping outside of an outlaw den useless right?

Outlaws run to dens to pay off their bounties, enforcers would get them at that point.

Aren't thieves currently killable by anyone if they are actively being chased by the guards?

While I've never acted upon it, my ability bar lights up and the crosshair turns red if they run by.

Which is a good thing. It provides an incentive to spend a bit of money on the game. We have to get away from the notion that a game can be genuinely free to play and still survive. People either need to pay a sub and get pretty well everything included, or just use the cash shop so they can pick and choose what they pay for according to what they want out of the game. They do need an incentive to do so, however, otherwise a game becomes commercially non-viable as everyone is playing it for free. Skyshards in DLC content would provide an excellent incentive.

I'm a pure Pve's player and i have to say that the enforces system will be awesome.
Now the reward for stealing is nothing, you get a very small amounts of gold in 1 hour, if i need to make gold i go farm craglorn. With the enforcer system implented the riks is higher and i hope the rewars will be higher too.
To all of the Pver say "i don't want to PvP".... Well don't be grab! Damn what's the matter ? Or put all the escape skill in your bar. I don't understand, it's just like there's more guard!

People have to pay $60 to play the game.

We are definitely going to see loot drops walled off in DLC (motifs at least and probably new dropped gear sets). Players will massively overcharge on vendors, so buying DLC will make people able to get stuff easier.

ZOS has also said the new zones will scale to level (of group leader if grouped) So if you want a certain armor set. you have to go back to keep getting higher level versions (or pay players a gajillion gold).

Adding a few quest rewards like pets and maybe a mount skin near end of zone quest line and people will be buying all over.

There are already a metric ton of skyshards. I doubt they will eb a big draw in DL unless they are very easy to get.
