Interesting thought for Cyrodiil, since it always comes up when scroll running to do a dolmen, might be to place a scroll at an ayleid ruin to spawn a major boss? I could see that being fun and a major fight spot as well. Imagine a world boss you need to fight with combinations of dps, tanks, healers, siege and against the 3 way fight of the other alliances =3

After all these are powerful artefacts....surely parties other than the 3 factions would also be interested in gaining hold of these for their own nefarious purposes.
BUT....I dont think this is really that fair for the PVE community.

Make it big enough that people find it challenging.
Make the fight epic enough to need a large group.
Make it fun so people want to do it in the first place.
Make it rewarding enough that people want to do it again.
And do not require grouping just to do it.

So once the fight begins, if it is not settled after a certain allotment of time, then the boss gets enraged, increasing power and defense. This makes it so it just doesn't become a long chore that can be done with enough healers.
Should the difficulty scale based on the average level of players involved? Perhaps to the average of the highest 50%? Or perhaps it should remain static like dolmens?

I would have it be static if it's going to include 1 in every region. Overlevelled people don't really get to benefit from it, but can come to help.

To be perfectly honest, I really don't care about whether there is or isn't a rare reward or anything to go along with something like this. Mmo's can be a timesink if the community is good enough for players to stick in it. I have grown fairly tired of the game, and don't even lvl up my alts since grind has been nerfed into oblivion ....So if you don't want a "rare reward" system but want all those items, what are you going to do the moment you have them? Complain about the lack of content?
They're a time sink, and no MMO can last without time sinks, otherwise everyone "completes" the game in a matter of days or weeks and then they move on to the next unsatisfying thing.

I soloed world bosses in v1 area with my lvl 45 sorcerer, while I saw poor v1 sorcerers with pets out struggling to get 1 mob down.

These new players eventually learn and get better. They roll alts and the game suddenly seems so much easier. I'm playing an alt now with completely broken armor for the last 7 levels and I'm still soloing world bosses. With 0 armor rating. First of all, your incentive is good as I always loved Warhammer for those open world encounters. The issue however is, that you want to make those encounters "group based" and not open world. If you speak about 4, 12 or 24 players then you have the same broken system that Trials are. Its content no matter how good it is, that only works for a very small amount of players, while the majority (those not in premades) would be left out.
In my opinion, if we add a Warhammer open event system, then so that everyone in the zone can participate. Someone might have to hunt pigs, someone else collects wood and again others fight specific type of Quest NPCs. Let everyone participate and not just those who already have more than enough content at the Dungeons and Trials.
ESO has a open group system, so we should use this one and not fall back to the old WOW system where someone must be in a party or raid to compete.
