Players will not be able to use shouts, as dragonborn are extremely rare throughout Elder Scrolls history.
This is a much simpler question which anyone at Zenimax (and most players) would be able to answer, the Templar bugs thread would quite likely require checking with several different people and may take some time to get an actual answer.
Also to the OP you cannot become Dragon Born in any TES game (including Skyrim)you either are or you aren't but you're born that way and can't change it. In Skyrim as part of the main story your character discovers they are Dragon Born. As far as we know in the other TES games you're not, and in ESO definitely not because as GaryA said it wouldn't make any sense for thousands of Dragon Born to exist at the same time.

Dragonknights shout flames, armor, and a number of other things. They also spawn dragon blood and talons.How do I become Dragon Born? What shouts are available to be learned?

u know we have far more serious issues in game than a doubt about dragonborn, Devs replying for posts like this but not even do anything about the threads about lags, pvp exploiting, etc.,.

But more on subject...
My standing theory about the entire inerregnum is that it is a dragonbreak. The regaining of controll of time being marked by the rise of Talos as a dragonborn. And as the event in itself essentially defines the end of the interregnum, there is little chance of a dragonborn coming into being during the period.
