Hmmmm. I've never found a deadra heart in town. That's why I have hirelings.

Did it not occur to you that if you are going to steal from containers, at least go upstairs where you are not right in front of them?
Tenesi Faryon of Telvanni - Dunmer Sorceress who deliberately sought sacrifice into Cold Harbor to rescue her beloved.
Hisa Ni Caemaire - Altmer Sorceress, member of the Order Draconis and Adept of the House of Dibella.
Broken Branch Toothmaul - goblin (for my goblin characters, I use either orsimer or bosmer templates) Templar, member of the Order Draconis and persistently unskilled pickpocket
Mol gro Durga - Orsimer Socerer/Battlemage who died the first time when the Nibenay Valley chapterhouse of the Order Draconis was destroyed, then went back to Cold Harbor to rescue his second/partner who was still captive. He overestimated his resistance to the hopelessness of Oblivion, about to give up, and looked up to see the golden glow of atherius surrounding a beautiful young woman who extended her hand to him and said "I can help you". He carried Fianna Kingsley out of Cold Harbor on his shoulder. He carried Alvard Stower under one arm. He also irritated the Prophet who had intended the portal for only Mol and Lyris.
    ***
Order Draconis - well c'mon there has to be some explanation for all those dragon tattoos.
House of Dibella - If you have ever seen or read "Memoirs of a Geisha" that's just the beginning...
Nibenay Valley Chapterhouse - Where now stands only desolate ground and a dolmen there once was a thriving community supporting one of the major chapterhouses of the Order Draconis

The point of thievery is not to have the biggest bounty, you have to steal stuff without been seen/caught.

What I see here is some players who don't want to play the the thievery game, just ransack and kill everything that moves.

The op wasn't wanting it to be changed because he couldn't play how he wanted, but that he was losing all his gold. I gave him a simple solution to his problem. The fact is they have to have some type of consequence for stealing. The fact that guards are a set thing and they don't have a way fro them to get more armored and armed as the crime rate increases facilitates the need for them to be the way they are.

Once we have PvP in place for the Justice System, you'll likely get your wish.

Of course, then instead of the city guard, other players will hunt down and slaughter your character in the streets. And unlike the city guard, they won't stop until you're pushing daisies. :D

Situational awareness. You can have a million bounty and sneak around town, robbing and murdering as you please. Pay attention to surroundings, and you'll be fine.

Want daedra hearts? Go kill mobs of daedra and I guarantee you'll find some daedra hearts.

Stop going in town. duh. Make some money on loot drops outside of town, go sell to the fences and pay off your bounty. Sheesh.

"I want to be a criminal and steal stuff and kill people and I don't want anyone to bother me."

I am fine with the guards bothering me, but the fact that they CANNOT be killed whatsoever is extremely annoying. If they could be killed, I would have no problem at all. I think its unfair and unfun that we need to go up against gods when we want to do some crime. Everyone can die, so why can't they?

But if they were killable, there would be no drawbacks to stealing.

There needs to be a risk-reward mechanic in place.

If you're getting caught stealing, then get better at stealing. It's that simple.

So, I did some thievery and botched it a bunch of times and landed myself with a 10k bounty. ...

A couple of times? That is a huge bounty for a couple of times.

My recommendation is play PVP for a while until your bounty goes away and then go back to PVE. otherwise become a bandit and eternally run from the law.

I agree it's annoying sometimes like when you are in a small building and can't leave. But the guards are good as is. If guards were killable people would just spam kill them and loot whatever they wanted without repercussion. When I'm stealing I make sure I know where the guards are because I realize the consequences of being spotted. It makes you think twice before doing the robbery. Irl you wouldn't just kill a cop and steal, you'd make sure none were around and hope you didn't get caught lol

    The Guards Must be Crazy

Seems like the system is working exactly as intended.

ZOS didn't want the cities to turn into perpetual battlegrounds and NPC graveyards piled high with corpses. As the system is designed, after the initial training period where players discover they can't run amok without facing the music, things should be just about right.

Meanwhile, those who anger the gods can seek solace in the wilderness until their bounties decay -- and hopefully learn a little more self-control for future re-integration with civil society. ;)
    @Majic @Takhistis @MLGProPlayer
It is running as intended yes? But I say it's a useless and bland intended system.

Last night, I racked up 200k worth of bounty while going rampage on Kvatch and Rawl'kha. Most NPCs are dead and bodies are piling around it's not funny anymore. Even if the guards are immortal, they proved to be useless as I just ran amok with no chance of the guards killing me. I didn't die at all.

Something needs to be done with this 'intended' system. It's not broken, it's just bland. The typical scenario for last night's rampage is:
Ranged attacks on NPCs to pull them -> AoE the soul out of them -> guards chase me -> pop soft-CC immunity/just cleanse -> pulled more NPCs with my ranged attacks -> pulled them to where the guards cannot reach because out-of-bounds -> rinse and repeat.

See, there's not really any kind of penalty for executing large-scale massacres and lootings in different towns.
And talking about the bounty I've accumulated, that itself isn't a penalty of any significance as I can just get into Cyrodiil and wait for all the bounty to blow over. Yes, I can't get back into towns and shop in guild stores etc. but what's the use of my other characters on standby?

That said, *pulls out dead horse* ZoS need to revive this horse and complete the missing part of the Justice System.

The current system already has its loopholes anyways.
I made quite a hefty amount of gold last night from all the running and bashing, which I operated in this intended system. Effectively implying that I'm not exploiting but working with the system.

I cannot remember the last time guards proved to be an issue. They are easy to avoid and the rare time caught they are easy to escape. Escape and avoid them on NBs, Sorcs and Templars. Most in light armor so usually no sprint or stealth bonus.

Why not make guards killable but if you kill 1 then 2 will appear and if you kill them then 4 will appear and so on until your defeated.

Anyway no. They should leave it, Otherwise every city will be a guard graveyard. If you get caught a lot its probably that you're not sneaky enough. My redguard can't steal at all since i didn't invest in the perks.
My khajit, though sneaky by nature, has many of the thieving perks and does not get caught even of a person is standing right next to her.

So are you attempting to sneak around or just casually walking places? When you started screwing up you shouldn't have kept piling on the bounty. You only get 70-150G penalty for a pickpocket fail and 400-500G (confirm??) for thieving fail. The only BIG BIG bounty occurs when you kill someone.

Since you didn't wait it out originally and amassed a HUGE cost that will of course make things difficult, at least for awhile. As you stay logged in your bounty slowly dies down, it may take a long time but that's the penalty you get for sucking at stealing.

The guards are fine as-is, easy enough to avoid or escape from 1-2 of them. They shouldn't be kill-able by 1 person, otherwise there would be no risk, nor a reason to be careful what you go after. The system is fine right now and guards should ONLY be tweaked once the PvP aspect of the justice system is implemented.

There are reasons successful thieves are anonymous, you can't catch what's invisible. In the meantime I would advise staying away from cities, killing bandits (or similar mobs) and getting some more gold. You can still sell things to the traveling merchants.

yeah-while it can be annoying-i kind of like the element of danger the immortal guards give to things. it gets boring being able to plow througheverything. makes you stop to consider whether you really want that pattern in the wayrest bank badly enough to risk it. then the chase is on. am i gonna make it? not make it? wheeeee! lol and when you do manage to elude them-there's that sense of relief and satisfaction.
Just some hints: put all your gold in the bank regularly. especially if you're going to go on a crime spree. If you pick up something awesome-IMMEDIATELY go to a fence and launder it. already have your escape fence planned out before you even start. if you can't get to the one in the town you're in-port to one that's easily accessible and no guards in the way. Get some gear that helps you to avoid detection and level up thieves guild to get the skills there which all help

So, I did some thievery and botched it a bunch of times and landed myself with a 10k bounty. I currently have 0 gold. I am trying to find a Daedra heart in a container in a town, like the old days, but every time I try and walk around to get from house to house to look, I get swarmed by 1-3 guards, and I have no chance of fighting back because they are GODS (WHYY???) and they constantly chain pull me and stun me whenever I try to run away, so my only real option is to just stand there and die.

Please for the love of god, make guards killable, this just isn't fun after a while.

Because, there would be lots of dead and no one to stop you. If you're bad at not getting spotted, bad luck. Learn to play.

If guards were killable there literally would not be a living NPC in any Town lol. I prefer the system as it's currently set up. Yes it forces you to use a sneaking mechanic. I played before stealing was added and I do fondly recall running house to house looting every container looking for motifs. It's a different game now and I don't mind having a little skill added to the hunt.
