    I enjoy this show.

I find it rather humorous how before you could loot any and everything and now it considered stealing, you have to be real careful now.

Actually there is no risk if you go to the Hollow City, Coulharbor, or go to certain locations with a ton of crates, etc. Though I do enjoy challenging myself by looting things in small rooms with guards nearby.

That is likely to change I suspect sadly. After all, we are expected to fight mobs or steal to get most of our cooking mats now.

I was speaking to a guildy last night, his bounty was 100K. He had 36K in gold on him at the time, unfortunately he met up with guards that had 6,000,000hp They took all his gold, and he still has a bounty on his head.

I got the impression over TS he wasn't exactly happy.
Definitely should have tried to be more discrete in his misdeeds.... ah well, he only has a 64K bounty left :)

I feel the OP's pain. I've about had it with the justice system by this point. It's just a gold sink and it takes way too long for the bounty to go away.

It's only a gold sink if you're a bad criminal and keep getting spotted. Otherwise, it's a huge gold-earner.

The OP, and others, who have this issue are the reason I suggested the addition of Crown Store items that pay off bounty and reduce heat.

Is this intended? I have 0 coins in my inventory so I can't pay my bounty

So basicaly you're so poor you can't even afford to steal? Shoul have thought about it before you started doing it! ;)

It's actually a trick people are using: rack up a huge bounty but keep all your gold in the bank. You'll still get destroyed by any guard who sees you, but you won't lose the bounty gold. I'm hoping they change that.

That's an interesting point actually. I agree with ZOS that the guards shouldn't take gold from the bank, but what could happen instead? Should it be that the bounty does not decay over time at all (or decays much more slowly) so it's not so easy to get rid of? Maybe set it so that it can only decay while logged in on that character, and cannot decay while you're not playing? It would be good if there were also some "free" ways to clear your bounty, like community service. Jail would also be an option, but as others have said, I'm not sure how jail would work in a persistent world. Exile could also be an actual option on the guard's dialogue; you get ported to the middle of nowhere, and by the time you get back, your bounty will have decayed some. (If it hasn't decayed enough, you get immediately arrested again.)

I say drain the accounts. You want to discourage random murder sprees? Add consequences. And since gold is the only real consequence that seems to get people's attention, that should be where they get hit.

You could also hit them in the eXPees. (I guess that could be the equivalent of previous TES "jail time".) Some amount of progress to the next skill level in some skills is wiped. (Any maxxed skill is dropped to 49.) The number of skills affected is proportional to the bounty value.

Awesome. Just awesome. There's SO much that could be done with the justice system and jail, including jail breaks, jail specific quest lines, sentences that take real time amount of time to wait through or you could buy a pardon from the Crown Store/banked gold (which could be earned in jail through smuggling and the like) which would also give you an XP hit composted to the amount of time you had left to serve.

There are so many things that can be done here!

Zenimax should do something to prevent guard perma-killing brand new players with 0 gold that accidentally hit an NPC.

Yesterday I came back to this game after a long hiatus, and as I was doing a quest in daggerfall, an assassin attacked me as part of a quest. While I was killing the assassin, I accidentally hit a guard, since he pretty much went right in front of me while I was defending myself. Thus, the guards started chain killing me...over, and over, and over, and I couldn't pay off my bounty since I had 0 gold. I even tried leaving the city to avoid the chain killing, but died several times in the process. Thus, I got frustrated, logged off, and went back to guild wars 2 for the night. I can see this situation happening to several new players, and it may seriously hurt Zenimax in their push to get a new or returning wave of players in this 1.6 patch + tamriel unlimited.

My suggestion would be to put in an introductory mechanic or tip system for the justice system, and maybe a one time "pardoning" or something along those lines, for brand new characters, so that level 3 characters with 0 gold do not get perma killed and don't know what to do except for log off.

I had the same issue. I put all my gold in the bank (leaving zero in my inventory), and I didn't lose my bounty after the guards killed me. I just stealthed around them until I could pay off the bounty. Not a big deal, unless you need to get to the bank.

It seemed easier to escape the guards when I tried this on PTS, maybe I just don't have my groove back.

There are banks in outlaw coves, you know the same place you go to fence/launder your stolen goods. :*

I really don't understand how it's a gold sink... One of my biggest concerns with the justice system when I played around with it on PTS (that was probably around 1.6.1) was how ridiculously easy it was to make a ton of gold in a short time. I was making 10K or so in about 15 minutes, even taking into account paying off bounties. The only limit was the daily number of items you could sell to a fence.

Now that I've played around on live, they seem to have adjusted the balance somewhat, as I find I'm not making nearly as much money as I was on PTS, but it's still profitable even after you pay your bounties. I guess the key is to be careful and clever enough not to rack up huge bounties...

You lose bounty by 22.25 points every 3 minutes while in game. It is lost at an accelerated rate while you are logged off. The idea is you do what you can to avoid bounty and rack up cash, but never pay your bounty. Merely loot until it's around 8-10k then log off for the night and when you log on after work/school later the next day, you'll have zero bounty.

Me and Some friends went on a murder spree in the gamblers den near reapers March, I stopped at 20k, my friend kept going till he was past 100k. Now we are living like criminals. Sneaking everywhere in town, crafting at stations in the wilderness, purchasing and selling everything in the thieves den. At the game time rate, it'll take nearly 33 hours for my bounty to decay away.

I think the justice system is punishing enough

They did already ;) Go to the Settings Menu in ESO, I think under Gameplay, there is the option to turn on/off 'killing innocent'
Click on it and you cannot target any innocent people in Tamriel.

And even as a criminal one can get around pretty nicely, i got a 350k bounty on my head and the only thing i can't do is take riding lessons :( and buy stuff at some guild stores.
