For a magicka based Sorc, the weaponpower buff is worthless, only the spellpower buff is relevant.
The skill Entropy from the mages guild gives the exact same spellpower buff + damage + heal + magicka regen + max magica + more damage on the follow up skill.... (and I believe entropy is also cheaper to cast)
so... why have surge at all??

Agreed, Entropy>Crit Surge or Power Surge for casters. Crit Surge is still good for stamina builds NOT using dots or lots of small hits. If you are stamina build and only taking big damage shots then this skill is for you.
So everyone of us Sorc Casters.... Give up on Crit Surge it's dead to all but stamina builds, Entropy is now bread and butter.

and as you said, also stamina builds will only have "good times" when they use wrecking blow, executioneer and snipe, but stay the hell away from carve, twin slashes, flurry or posion injection....
