This game has multiple avenues for progression. You will not always like what you have to do. There is the option with pvp to just completely ignore it altogether.
I have put effort in all the progression (except trials, only got a chance at those once.) I have gotten the rewards for participating in the many different avenues of advancement the game has.
Every pvp player up until this point (probably still after the patch, we'll see) who is in vet ranks, has pve'd their butts off to be competitive in pvp.
Many of them hate that stuff but they sucked it up and did it because that is part of the game.
Pve players are not exempt from this. You do not get a special pass where you get all the rewards but only have to do the easier things out there and put minimal effort forth.

How To Not Get Ganked
If PvE players want to do the PvE stuff in Cyrodil, without engaging in PvP, there are some simple guidelines to minimize your chances of getting ganked:
- Find a campaign where your faction dominates. Ask around. Find out which map is all your color. You still have to be careful -- gankers always exist. Also, this isn't truly necessary -- you can grab all 46 skyshards solo on contested campaigns (I have), but that's much riskier.
- Get off your horse, high or otherwise. If you get caught mounted, you're probably dead. Resign yourself to the fact that speed and safety are mutually exclusive choices in Cyrodil, so pick one and live with the results.
- Group. This isn't necessary, but it's helpful. Gankers rarely tackle groups of three or four, unless someone is lagging well behind
- Sneak. Everyone sneaks in Cyrodil. Whenever you approach anything interesting -- a crossroads, skyshard or cave, sneak. Bring many cheap stamina pots so you can sneak longer. Be patient.
The most important thing, though, is to not get upset if you're killed. In PvE, you reasonably expect to win 99% of your encounters with NPC's. In PvP, 50% is reasonably good -- and it's fantastic if you're not the one doing the ambushing.
Finally, turn off zone chat if it's driving you mad. Cyrodil can hold 1,500 players. There will often be two or three beating their chests and being morons in chat. So the eff what?
She died in 3 hits before she even turned into a harvester, I had my ultimate prepared, pots ready to go, bah nothing, this used to be such an awesome fight

PvE content is in Cyrodiil to entice PvE players to at least try it out, and to offer a higher number of targets for PvP.
It's also there to provide something to do while not PvP'ing, and to still have that "constantly watch your back" feeling that is often associated w/ open-world PvP.
Adding a PvE-only campaign entirely defeats that purpose.
All it does is provide the tangible rewards associated w/ Cyrodiil (Skyshards, delves, etc) w/out any of the intended danger.
Cyrodiil is the endgame for PvPers. Asking for it not to be PvP-enabled for some is like asking for a toggle on Craglorn so that the enemies no longer attack you, so that you can reap all of the rewards "in peace".
I'm going to say no for a very simple reason. There are plenty of times throughout each day/night where several of the Campaigns are utterly deserted. I went in on a level 10 alt and got every single Skyshard (except the 4 behind the gates) in about 6 hours or so and didn't see an enemy player once. We didn't even hold the entire map that particular day/time. I also got most of the Lore books while I was there.
My first MMO was Eve Online, so I'm usually very unforgiving of players complaining about PvP anything. I do however see the desire to go into a designated PvP area to do PvE, and the fact that there are a bunch of PvE things to be done there reinforces that. But I stick to my original NO because there simply are easy ways around having non-consensual PvP. For those who don't understand that term it's when a player decides for that moment in time that they have zero interest in PvP and just want to go about their merry way PvE'ing.

I never understood why people "despise" PvP. Are they afraid some real player kills them? For me it gives extra excitement to the game. I have more fun playing on PvP servers then PvE. When you did all PvE content, you still have fun trying to claim enemy outposts or kill enemy players. Content never runs out. Also a enemy player is more dynamic then a NPC with a set AI.
The other issue is not having wayshrines throughout Cyrodiil like in the other zones. I'm in the AD so when I died while doing a quest in the north it can take me an half an hour just to sneak back to where I was killed because the opposing sides controls all the keeps. If there's a better way to do this let me know. I guess the campers could hang around the wayshrines too.
