Half the issue is people don't know how taunt works, so they don't know if its working correctly or not. Those who use add-ons taunt timers can clearly see a change, so are reporting this. Others may not notice.
The way it used to work (I could have this wrong, I have not tanked in a while)
(1) It last 15 seconds, then it goes back to who ever is on the top if its hate list
(2) Using the same taunt multi times within the 15 seconds do not stack (but do refresh the first taunt timer, but this appears broken now)
(3) After three taunts, the target is immune to that taunt for 10 seconds (but you can use a different taunt)
(4) There are only two different taunts in the game, the rest is controlled by 'hate list'.
(5) When you apply a taunt it can fail, but if its successful, you see an icon over the NPC's head. The NPC should now only attack the player who applied the taunt (unless the NPC has a special move that changes target)
Some add-ons give you taunt timers, so you can see clearly when taunt breaks early. (the icon over the NPC's head is gone but your timer is still counting down)
Sometimes this is a boss mechanic (where it random picks someone) others its show taunt is broken or its changed.
So those who use a taunt timer add-on, and see the taunt symbol over the NPC, they are the ones reporting the changes as they can clearly see the NPC break taunt early.
Most of the testing i have seen, Taunt no longer refreshes itself it you cast it again within the 15 seconds. So if you taunt, then 12 seconds later cast another taunt, instead of lasting 15 seconds, its only lasts 3.
The work around is to cast taunt exactly 15 seconds after you did the first taunt, but if you got lag or not using a taunt timer, a dps could be one shotted in between
