No, it really isn't. I respect the way you play the game and the things that make it fun for you. The constant level cap increases ruins the game for people who like to chase gear and min/max their characters. I realize it might not seem intuitive at first - more levels, more gear to chase, right? The problem is that with the frequency, there's never any opportunity to enjoy the gear you're chasing, which defeats the purpose.
You're going out of your way to communicate to the horse that he will never get that carrot, but then dangling it on a string none the less and expecting him to run.
It's more so the waste of legendary materials the the leveling.
