Here's something else they said I could try. They didn't really make any promises, but since NewBlacksmurf is still not getting any relief I thought I would share:
Close all Elder Scrolls Online windows, then follow these steps:
1. Right-click on the launcher and select Properties.
2. Choose the Compatibility tab
3. Check "Run this program in compatibility mode for" box and select "Windows XP (Service Pack 3)" from the menu.
4. Check the "Run this program as an administrator" box
5. Click OK.
**For anyone else reading this, please be advised this was suggested based on my O/S and hardware configuration in the context of an open ticket. It may not apply to you so don't go flaming support. They suggested this to ME not everyone. I'm just sharing in case you want to TRY it out of desperation.

There was the one comment to run in win xp sp3 comparability mode. Maybe try that after running repair.
