We just finished pushing a hotfix for the FPS issue. We've done as much as we can in a hotfix to alleviate the issue. The impact will vary—you may see noticeable improvements or marginal ones. This is by no means a final or complete fix to the issue, but we felt it important to do what we could in the short term now. We’re continuing to work on performance improvements that we’ll roll out in upcoming patches. We’ll keep you updated as we make more progress, and we thank you for your patience. quote]
I hope to Molags Balls(god) that @ZOS_HugoP is confirming the issues talked about in this thread are related to the FPS issue and that it's not another case of failing to read the thread. Because my FPS is fine, running the same as always, i'm just waiting forever for all the textures and player models to load walking around an empty city for a minute or 2 before "POOF" ahh there they are....
Hey ZOS I just tried to play after the hotfix and I'm still getting
-No spells animation
-no weapon swap animation
-invisible mobs
-delayed audio
-when i get damaged it dont show on health bar
-many random loading screens
-even when deconstructing stuff the audio is delayed
-discovered x area screen messages not appearing
Your stupid hotfix needs a hotfix. I am so tired of all the bugs. I will not pay for a game that I am unable to play. I am one of the most patient people but even the most patient people have a breaking point. You guys constantly ask for patience I'm so tired of hearing that crap. You break more things then you fix and then tell your customers to have patience. Fix the issues fast because if I can't play soon I'm done.

Oh and my post will probably get moderated because whenever someone says something you guys don't like you change it

So yes, it does sound like saying "We're looking into it" is an easy thing to do, and it is from a physical effort required standpoint, but who knows what is going on behind the forum scenes. This is neither and indictment nor a defense of how things are or aren't handled by the forum admins, but for all we know they are waiting for approval to post something.
I can understand where you are coming from, but if you are a Community Manager and you don't have the authorisation to give a simple, I'll look into it and get back to you, then I have to say you're about as much use to the gaming community as a chocolate teapot.
I am however grateful from the response from Hugo, he does have a cool name after all.

Chocolate teapots... I love that. You wouldn't happen to be a regular over on the Ask A Manager blog, would you? There's a running joke about them there.
Is there anything we can do to help pin down the issue?
I seemed to have some improvement for a while by reducing shadows to Medium and deleting the ShaderCache.cooked file, but that was only temporary. (based on this Reddit post: http://www.reddit.com/r/elderscrollsonline/comments/29k004/for_those_having_delayfps_issues_in_pve_zones/)
Is there logging we can switch on that'll help us find out what the game is struggling to do? If monsters/effects/building walls/furniture aren't appearing for seconds or even minutes, is it possible to find out what is bottlenecking it?
I'm not certain that the issue isn't just getting worse with each patch, rather than being totally new with 1.2.3. It reminds me of the LOTRO issues which led to them developing a dat defrag program to defrag their datafiles, which otherwise got fragmented and very slow as the game was patched. I think they later changed the way the game patched to stop this being needed. It was never as bad as this, however.
