Going through that same issue atm.No actors in circus-of-cheerful-slaughter? I'm not getting any actors show up at all, spent ages searching the blue circle zone. Anyone else having issues still?
After I read the book, I have no talk from sheogorath whatsoever, only an arrow pointing me to a blue circle where I'm supposed to kill the Pact actors but no actors are showing up.
I tried so far/ reloadui, login off, abandonning/retaking quest.
I had that one quest working successfully with 3 other characters.
