I don't want to faceroll the whole game, but please understand that some of us
1.) prefer playing this as an SPG or
2.) play at unsociable times (5am for me) when you can't easily find a group,or
3.) just simply.do.not.want.to.***.group.up.
Please stop forcing us playing quests in groups. I do not care about dungeons, trials, whatnot. But quests should always be soloable.
I am fairly competent playing my class now but at lvl 11, I absolutely cannot take down 4 normal craglorn mobs that guard that freaking shard or whatever is needed for the very first quest, not even with two summons and an ultimate. This should not be forced group content.

You can reach the level cap without going to craglorn. It might mean doing the Cyrodil dailies for a while but its doable solo.

Thus, ZOS are FORCING you to group-or-GTFO to get from 50(1) to 50(12).

remember you signed up for a rpgmmo game, not a single player game.
You can't be rewarded for playing how you want. Playing how you want means being allowed to advance your character without forced content types.
Also, in an MMO you have all different types. Not everyone is a socialite who wants every part of their game to be experienced with 100's of other people.
they release things, that wont fit everyone playing style, dont go there if you dont like it, thats your choice.
for me it seems more like envy that others get something and some gonna be left behind in every patch.
so next time it might be pve that gets a nice release, should pvpers then come here and complain about that?
I'll answer your second question first: yes there is a solo-only level cap, it's currently 50(1). ZOS designed it that way because the VR content is designed for 2-man groups, ZOS said so. I'm in the VR levels and there are tons of quests that level me that are solo based.
Do you expect to be able to do all content solo...if so you have purchased the wrong game type.

Yeah, I'm Level 31, because my wife and I refuse to solo quests. We're just doing all the side-quests.

WHY would anyone who 'doesn't like' full on group-necessary content have any desire at ALL to level up to say, VR-14? I've gamer friends who love various aspects of mmo's -- getting to endcap isn't their be-all though. IF attaining whatever IS endcap for a particular mmo IS your goal, then aside from creating your own mmo and getting it published, you need to work within the parameters set by that particular games creators. Those parameters in TESO, (*which were clearly promoted from years before launch) are that there WILL be increasing content difficulty/zone LEVELS.
Since you do not enjoy grouping or what you call 'forced grouping', and since we all knew before the game was launched that levels 1 - 50 would be solo friendly, and content thereafter would be group-encouraged, I do not understand why you chose to play this game. With every mmo I've played (starting in 1999), as it gets a little more seasoned, and with upper level staff changes etc, sometimes (rare though) there are some primary feature changes, but generally the original design, the primary overall game plan is followed faithfully.
I see fixes being done, I see adjustments based somewhat on player suggestions, I see communication occurring in TESO. I do NOT expect major changes to already planned, and executed zone content to be changed 360 degrees. Zeni no doubt did a great deal of research and has reasons for the target market they decided to plan their game to include. Should they be flexible enough to add to their consumer base? Sure. Should they make huge changes ie: do a lot of extra work to create on-par solo content that would be even with the group content already created in Vet areas? Naw.
