Are you serious? You need to play a different class then. No way one-handed does anywhere close to the amount of damage a dual-wield or two-handed build does, and they're not supposed to. One-handed is for tanks, and tanks don't do a lot of damage. I can maybe see an argument for raising their defense a bit.
Please, do not ever try to stop lightning with shield. Or fire. Unless you have a really big shield from very specific materials. We do not need some politician attacking ESO because you burned yourself alive as a result of playing it.But you know what stops all of them? A shield.

are those numbers off the same level mob of the same class?
I think if I make an MMO, I'll have no weapons or armour, and everyone will be loincloth-wearing barbarians with nothing but bear knuckle fighting - and no skill tree either, because then someone might choose a better skill than you, which would be unfair.
That still doesn't solve the problem of someone using the same skill better than you though. Not sure what to do about that
(personally I think the whole game is far too easy anyway, apart from the odd difficult-through-bad-design encounters, but there's plenty threads for that already)
