The problem is you are using Avast. It's a terrible free antivirus program. I remember reading threads about people having the exact same issues when WoW released a patch and Avast would say that a threat was detected.
Just go into the Avast options and allow the ESO.exe file to be allowed to run or just go ahead and uninstall Avast and find a better antivirus software.

That's not always the case, there are free antivirus programs that perform/detect a lot more than some paid ones (Mcafee, Norton for instance in 2013, don't know the exact number as of 2014).The problem is you ar using a free anti virus program, they are not good. They hardly protect against anything. Get GData.
