Ive always been 2-5 lvs above the next zone, i complete everything. I check every public dungeon, grab every soulshard, do every "skull and crossbones" on the map. My maps filled in, nothing is white. Hell, sometimes when i go to a new zone the first q's are gray. Sidenote: I did the coldharbor and the starter zone for my alliance :D

I haven't had this problem at all as I normally complete every achievement in an area before moving on. So far ive been just fine getting of starter island at lvl 7 out of first map at lvl 18 out of second map at lvl 28 idk maybe you are missing things?

the key to be able to maintain appropriate level seems, to me, to be killing. as a tank, i kill rather slowly. so when i was low level i skipped trash mobs whenever possible and found my self lagging behind in levels. i since have put in points to damage abilities and kill everything near me, which has allowed me to catch up.

so make a dps spec, with at least 1 aoe skill. even if it is not as good against tougher mobs for you, the common mobs should be easy enough and the xp gain will be noticeable.

As a completionist, I explore everything and kill just about everything I see on the way while running through the terrain. Unfortunately, this means that many of the creatures and quests are gray to me when I finish with a zone. I also try to do as many level-appropriate dungeons as I can for the skill points and new adventures, so I'm sure that pushes me pretty far ahead on experience.

To the person that posted all of his maps, you're leaving a lot of those elite mobs (skull and bones icon) alive. You get pretty nice chunks of xp for killing them the first time.

I have been doing all the quests and I feel like I am always a bit ahead of the quests. My highest character is level 25 (almost 26) and I have not even finished Grahtwood yet. I think the quests and kills level you quite appropriately, and I do not enjoy grinding so I have yet to stop and do that anywhere. I also have not even visited Cyrodiil yet so there is even more XP I could have gotten from adventuring there some.

I've been concerned that I've actually been getting TOO MUCH xp from completing maps. I'm usually at least 4-5 levels higher than the recommended level when I move onto the next area.

I do all quests, all everything. I don't leave any icon on the map "black", though sometimes I will temporarily until I can handle it or find someone to help such as an elite area. I have never needed to "grind mobs". I just kill what I come across and never sneak around anything. I honestly just don't understand how people are underleveled if they follow this general method and are telling the truth about their gameplay. I play both Dominion and Pact at the present, I don't know about Covenant. Is it only Covenant players that have this issue?

I have the exploration achievement and quest completed achievement for each zone I have been through and I'm still two levels behind most of the game. I even PVP and do kill 20 daily quest each day trying to catch up. I have completed all fighters guild and mages guild quest lines. I have completed all dungeons so far. This has to be some kind of random EXP BUG effecting some people.

That's weird, I always feel overleveled. I'm doing level 38 quests and I'm 41 at the moment. Are you sure you have done it all?

My first quest in The Rift was at level 25. My first quest in Coldharbor was at level 37. I have done 18 quests in Coldharbor so far. Right now I am at the point where I just can't advance until I get past the Chasm. "Crossing the Chasm" is the only Coldharbor quest I have. And there is no way I can solo that quest right now. It just can't be done.

i voted YES as at the moment i am at least 3-4 levels behind and kinda ready to goto next level, tho i am looking for more quests even tho the achievement states there all done i have found a couple more, but even tho i'm 3-4 levels out i still can take on those mobs as my gear is quite good (i think) as i am a Sorcerer (lightning battlemage) staff and duel wield for emergency up close action lol.

but back to me Voting YES i do think some quests especially Personal dungeons or even Final quest challenges need to be Phased to YOU or Groups not every damn player on that quest as you are (this would also get rid of the Boss campers) i love this game and having a blast but alot of quests is waiting around or just being able to Ignore mobs as other players have killed them (this take alot of XP earn out) so strolling through a dungeon or quest and sitting to wait for last boss to spawn dont earn enough XP.

PHASE them please to your own character.
    (will also increase difficulty)

Yes I am a bit behind. I don't have the possibilities of going with a group so those dungeons are off limits, most elite mobs and anchors are only possible if there are randoms about but that is quite rare so they are usually also left uncompleted.

There also are some public dungeons that have glitched dungeon markers so a few times I missed some of the missions inside of them, thinking I already have been there. Can't be sure anymore at this point.

Then there were two quests that I missed in AD Audiron island but that is about it and yet, I am slightly behind. Not that I can't complete the missions but I am always behind in levels.

There isn't any way I could get few levels and close the level cap by normal means as grinding is incredibly dull and painful gameplay mechanic. Even then, I do sometimes just venture to the wilderness to get some materials and whatnot.

Is it balanced then? Well hard to say. It feels kind of bad that a player must pretty much 100% areas in order to not be left behind in levels which takes away from the experience in my opinion since you will always have to do all the same quests to be able to progress effectively instead of having variation when it comes to individual quests.

That being said, you can keep up with the quests just fine a few levels behind as long as you have build a sustaining build that is able to deal with that issue.

Just a thought. Are the people that answer yes, doing cold harbour and or the starter islands because there maybe their issue if not. I have 4 characters and each have done both.

I have. The only quests I have personally missed is some elite mobs, two or so anchors and group dungeons and that is it. Yet, I am 2 levels behind. I was wondering though, could this be the causation of racial passive experience boosts as well as rings of mara boosts. I'd imagine they would help you level up somewhat in a long term.

To further add, public dungeons also matter as experience is divided or completely stolen by other players.

I wish the game was harder. I like the story, but I don't feel challenged. I hate to down build a character, and haven't really taken pains to min max this one so how about a challenge? Step up that power, my body is ready.

I Was falling behind mainly because I didn't think mob kills would grant much of a XP boost & I skipped over a lot of mobs & just did the quest. Oh how i was wrong...Since i started killing mobs on my way to quest markers I have noticed I'm starting to out level stuff now. I Had no idea how quickly those 150xp per kill would add up in the end =D.

I am not using Rings of Mara,
I have not been able to get groups to do any of the group dungeons at the respective level/zone brackets (as such haven't done any of the 3 level 12 dugeons, or the 3 level 23-26 dungeons).
I am now level 31 (on my only character) and am halfway through clearing Greenshade. (I entered the zone at 26)
I have been doing every single quest, in every zone - including Anchors and Zone Bosses
I have also been crafting and breaking down items (whether this adds to overall character XP i can't recall)
And i've been opening every damn chest i've found (over 150 of them now) and in my current zone each chest is granting 280-300+ xp
I don't know how others are feeling so far behind the level curve in their respective zones - if you exploring everything, and complete every quest hub in a zone you should be moving on to the next at the zones respective starting level.

If you truly lack behind in levels, you should really aim to complete all achievements. That way, you wont miss anything. Also, don't assume you complete all quests even you get the quests achievement. There are extra few more quests in the zone so that the achievement isn't too harsh to the players.

No, I tend to stay a bit above the level, but is an level below then I enter an new zone.
As other say, do the quest, explore, exploring is also needed to find quests, most locations has quests (yes some are quest objectives where they want to kill you)

Chests get decent xp and is an decent way to level while exploring, Do dungeons and PvP too.
Grinding just make you go in circles.
Asking ZoS for nerfs is as stupid as asking for close air support from the death star.

at 10% XP increase you get an extra level every 10 levels (or there abouts, probably a little more) so some one who has the ring all the way to level 20 should only be level 18 (if they didn't have it). So at level 30 they should only be level 27 and at 32 they would roughly be level 29 (which is when I went to the level 32+ zone) so it would see like they are trying to push imperial upgrades without actually pushing it. So I'd like to know how many people who said 'no' in this poll are using the ring. My theory could be way off but the math checks out.

I'm not trying to be nasty here but do you practice being ignorant as a hobby?

For starters there have already been at least 20 comments already saying this.

Secondly not everyone wants to do achievements... THEY ARE BORING and THEY ARE NOT CONTENT! Please stop pretending everyone loves achievements and wants to run around like an idiot trying to complete them.

Lastly, nobody here has assumed they completed all the quests just because of the achievement. Most of us who have it have run around like morons for hours because we are so far behind, we assumed we missed something but most of the time did NOT.

While achievements are not content they indicate when youve done the larger part of the content in a zone. It is therefor a good indication of whether you missed stuff or not.

Personally i didnt underlevel anything till i reached coldharbor, which i finished at level 48. I then spend literally 1.5 hour grinding in a special place (not zombies or ogres) and finished the last 2 levels :)

I don't think it is clear to people at first that you have to take a ship to a starter island rather than begin where we are landed, but with hindsight the quest line and advice seems more obvious.
