Clearly it is needed and clearly it is wanted. Players want to play in Cyrodiil Gray Host. That's where the action is!
We have other Cyrodiil zones with unfilled population bars and virtually no players whatsoever in them. Yet, we have the Gray Host instance which people are clamoring to get into, but instead they find queues of half an hour or more. Makes you wonder, doesn't it?
So, how about having Cyrodiil Gray Host (2) automatically spawn... OR, perhaps it should be created permanently in the next update to relieve the population problem.

I think this idea could be beneficial to ZOS if players knew that ESO Plus gave them priority in queues to Cyrodiil and even other queues to other things like random dungeons, Battlegrounds, and Tales of Tribute matches.
I just don't think the idea of capitalizing on this would go over well with the players, though. I can imagine non-subscribers using this as an example of how "greedy" ZOS is with their monetization.
I personally see it like getting the premium pass to an amusement park — the whole point is to give people invested in the product quicker access to the rides/attractions so they're likely to return and keep spending money.
