Probably because of animations & skeleton of the model. This Mino is just a re-skin of regular player model with different non-animated head & hooves instead of feet. Interesting they woulda gone to the trouble of trying to make a new model when they had a much better looking one already in the game.

It looks a bit off, especially since we have Minotaur NPCs/Mobs in the game, but like I have said - those models most likely use different animations. ZOS does not like adding new animations to the game. Heck, they even disabled Crow Assistant from being used in Werewolf form, since animation was clipping. Instead to adding a proper animation or just no animation at all (Crow keeps hovering in the air instead of landing on your arm if you are in WW form), they chosen to hide the issue instead.
WW has a lot of limitation most likely because of the need to make proper animations. I would imagine this Mino polymorph is the same case. They made it in a very simple way so that player animations would work and the polymorph would not require making a whole set of new animations.
Edit:
Model also seems to have its own sound set. Roll dodge sounds & grunts your character makes are minotaur-ish.

This polymorph has 2 problems: the eyes are not animated - it doesn't blink, and the mouth doesn't open. And the second is the small hooves

I don't think it actually moves slower. I think it's because that it is so big, the animation is slowed down, giving a sluggish feel. But you're still covering the same amount of ground.
