Sometimes people use 'male' and 'female' to refer to biological sex rather than gender. In this case people are assuming that they are biologically female because they use the female-coded body type, but they could just as easily be biologically male, or intersex, since trans/nonbinary folks often choose to change how various aspects of their body look. We can headcanon everything. I could also headcanon my main to be married to Sotha Sil. Depending on how much it goes against what we get presented on screen, it might get quite complicated to stick to the headcanon, though.
Also, I'm too busy headcanoning away stupid dialogues already.
I wish I could headcanon a better hairstyle on this character.

We get a female altmer companion with update 44. That wont be a women altmer but a non-binary altmer if that detail is of any importance to you.

Depending on her personnality, quest and dialog, you might be able to just ignore it anyway. This is a video game character, she wont be hurt by it.
So you might be able to play with her as a women altmer.

Mine grows like crazy even without regular cuts. I cut it to waist length once in my early 30's since it almost reached down to the back of my knees and I was tired of having to lift it up before sitting down all the time... It grew back in roughly a year Next time I cut it to shoulderblade length because I hoped it would last a little longer, but now I'm almost sitting on it again. It looks good, some people even compliment on it, but sometimes, it's a nuisance.
At least our ESO characters don't have to worry about things like this

Don't insult women by claiming that having short hair and looking tough means you aren't a woman. Women can be tough and have short hair and still be 100% women.

I'll wait and see how the companion is designed, how the dialogues look, etc. I'd be disappointed if one single personality aspect is made the big focus - one-dimensional characters are rarely interesting. Also, I found the gay characters in ESO usually to be well-written; they're just there, part of the world, and it was never made a big announcement. I especially liked the subtlety and normalness about it. Then again, writing in the past few years has become increasingly unsubtle, characters sometimes really, really stereotypical, so who knows...
