PSA. For those who have issues to even get to the game here is a band aid solution.
Use a free VPN. It's some sort of routing problem, in my opinion, since I don't have the issues I mentioned above on a different connection. Therefore, I tried a VPN and it works. It is much slower, but at least it doesn't break the connection.
EDIT:
Why did this work for me? Because some major node on the route to the ESO servers has some issues, so changing my route by using a VPN helped.

Happy that worked for you, but I don't think it is the cause of most of these issues. And I'm not trying to undermine your experience, there well could be an issue with an outside node you are experiencing. BUT ZOS needs to understand the majority of the issues we are talking about have little to nothing to do with routing and 99.9999999999999999999999999999999999999% to do with their software/hardware. Don't let them blame a node or a DDOS for their failure.
My significant other and I both play and one of us will have issues while the other is not. We will be in a dungeon/IA run and one of us will have an issue of skills not firing/delayed and the other won't. Or I'm in Cyro and she is doing some questing and we have VASTLY different pings. We are both hardwired to the router.

Are you very far away from where the servers are located? I am not doubting this worked for you but I am just wondering if it corrected an issue for you that everyone may not have.

Im from Poland, so if the EU servers are in Frankfurt Germany it's pretty much close.
Interesting,
after the last patch, the occasional Overland lags and ping spikes came back.
I don't have any disconnects or errors, but ability have quiet even 1s lag.
Hi all. After chatting with the team, we're looking to gather more information from players who have been experiencing new and/or worse latency/lag spikes/rubber-banding issues in ESO since the beginning of May 2024 (when the emergent issues in this thread were initially reported.) To help us with our ongoing investigation, could you please answer the following questions?
- What server/platform do you play on?
- What is the nature of the issues you started experiencing or noticed got worse after the beginning of May 2024? (ex. did characters rubberband/warp, did abilities get delayed/fail to fire, etc.)
- Around what time of day have you experienced the new and/or worse issues reported in this thread?
- Where in-game have you experienced these issues? Please be as specific as possible (name/area of overland zone, delve, dungeon, Trial, etc.)
- Have you experienced these issues outside of combat situations (in houses, for example)
- Have you noticed these issues are worse during any specific times of day? If so, what times?
- Have you noticed any changes/improvements as of today?

ZOS when will you solve the problem?
while running two clients on the same pc in the same zone one account has insane ping and the other does not. how does zenimax manage this? @ZOS_Kevin

Sounds like a sharding issue. When one instance fills, another is spun up. Players can be in the same zone, but not be able to see each other. Somehow separate instances are having differing levels of performance. But that could explain why some people have no issues, while others do.
Interesting.
Similarly, both toons can be standing at the same wayshrine (for example) and toon #1 sees toon #2 standing 20 feet from the wayshrine, while both can access the same wayshrine at the same time.while running two clients on the same pc in the same zone one account has insane ping and the other does not. how does zenimax manage this? @ZOS_Kevin
