After the 21st, for those extra achievers, there are some very minor token rewards for the rest of the month, but I’m betting a lot of people just logging in for the rewards stop at the 21st day.

Nice to know. I have done it far too many times and a post it note would not solve the problem.
But my core point in the OP is that this is a relatively easy change on the part of ZOS that would remove this demotivator in the game. But instead of addressing that, many reply with "do better" instead of realizing people will always forget some things. ALWAYS!
The demotivating aspect is harmful to the game overall. Hopefully you never face it and even if you did it may never be enough to cause serious harm, but it is simply another straw that adds to the weight on the camel!
I wish folks were more like me in that I don't give two hoots about endeavors so the complaints about how folks missed a handful will cease.
They're really not a big deal.

I think Alliance Points are the only login reward where it matters which character collects them (even then IMO it's not worth worrying about unless it's a lot of AP)
It can matter for new characters because the amount of AP needed to get Assault to level 3 for 30% mount speed bonus can't be reached just by doing the Cyrodiil starter quests, unless there's an AP boost.

There already is a notification which won't go away until you've claimed it. That's in addition to the huge splash screen when you first log in where claiming the reward is one of two ways to get it off the screen.
