It is maintenance running through the US work day. Literally normal US working hours for where they are located in.
If anything, it is even earlier than US working hours at the start of maintenance and still that doesn't seem to be enough for some people here.1 -

Well, I would not say it is "normal" to be working from 4am to 6pm. It happens, yes, but I would not call it "normal"

✭This is an 'entertainment service' we are paying for, so while it might seem we're complaining about something trivial, I don't think the complaints are unjustified.
Other games manage to schedule maintenance for times when very few players are online, i.e. early morning (1am onwards local time).
I've played 4 MMOs including ESO and ESO is the only one to regularly schedule maintenance during the day. This game also seems to need a lot more maintenance than any of the others, despite 2 being of a similar age.
If maintenance was less frequent or if they scheduled it for a less disruptive time, it would be a lot less irritating. As it is, we have the worst of both worlds.
