Nope. This is not even remotely true. Maybe it was intended to work that way, but if so, someone dropped the ball.
As several people have noted, we are actually having far better luck with resource nodes than with enemies of any difficulty level.
In two days, I've found two whole parchments, and they each came from Lady's Smock, and like, either a runestone or some kind of ore. Despite killing dozens of delve and dungeon and world bosses.

They wouldn't dangle it in front of us and then make it impossible to achieve. That would be a PR nightmare for them.
We have always achieved the top-tier reward in these community events.
The pages come very easily with a little effort. They drop from nearly everything.
I don't know why some people are supposedly having bad luck, other than RNG is fickle, but that is certainly not the case for everyone.
ALL resource nodes can drop them, regular chests, treasure map chests, thieves troves, backpacks, all tiers of enemies (not just bosses; I've gotten a couple from regular mobs, and crocodiles)...
The only things I personally haven't found them in so far are crates, barrels, sacks, and heavy sacks.
I don't know if they can drop from fishing; I haven't tried that.

If overland isn't giving you anything, try Sanity's Edge. It's pretty much guaranteed you'll get about 10 pages from that per run.

I haven't found any except as boss drops with about an hour in Necrom looting multiple nodes and mobs. Your luck seems to be fine, but many other people not so much. I don't think its just fickle rng but IDK what is going on with it.

The first two days of the event, I did over 60 bosses without a parchment dropping.
I continue to have certain characters who can't get any parchments at all after an hour or more of running around Necrom farming, doing seekers, wb's, killing every mob, going into the public dungeons, etc.

i was talking to someone in one of my guilds who said they had almost 300 parchments from farming material nodes lol
even using 5 every day, they have about 250 more parchments than needed lol
for those people who are getting extras, im curious what will they be used for post-event, since most event items we get during events are usually actual usable items like style pages or whatnot, but in this case its a completely non-functional item outside of the event
Logged in just to add my two cents, hoping there's some sort of bug with drop rates going on:
-Obtained the "Turn the Page" quest.
-Completed multiple crafting surveys in Apocrypha/Telvanni Peninsula, opened two treasure chests; killed a Seeker, a delve boss, and multiple trash mobs.
-Received zero (0) Esoteric Parchments.
-Abandoned quest, muttering, "And they can keep their secrets; I never trusted the Telvanni anyway."
Respectfully and without any vitriol at all, I probably have to pass on this event. Doing this as a daily? Tall Papa's beard, I'll just hope we get the book at the end.

"Turn the Page" is daily, yes, but it isn't a required part of the event itself. That is, it doesn't have anything to do with earning your daily event tickets and daily golden event coffer.
Rather, it is part of the "community challenge" which determines how many of the free rewards we'll receive after the event is over, as well as which additional reward (tome or music box) we'll receive.
I don't think crafting surveys have ever dropped event-related stuff (event coffers and, in this case, Esoteric Parchments), nor have they ever given "double-draw" drops during an event. You'll need to harvest normal, everyday resource nodes for that.

It's simple, this daily is impossible to complete, as of the time I am writing this I have spent almost 2 hours in necrom
-killing WBs
-Stealing stuff
-Looting nodes
-Looting chests
-Doing treasuremaps
-Doing Nymics
-Killing mobs
-Fishing
-Doing daily quests
and so far I have found ZERO esoteric parchments, while true, ~2 hours isn't that long to farm in the grand scheme of things, you do have to remember, these aint some special rare drop, they are meant to be collectables for a DAILY EVENT QUEST, the fact that it takes more than 20 mins at the absloute most means that clearly something is broken
@ZOS_Kevin can you poke the dev team and get them to fix this so we can actually take part in the event's global mechanic?
