They don't seem to mention any gold transaction part of it, but they do mention that this is for friends and guildmates. I think this method is meant for people who want to give a gift to their friends for free, not for sellers. That's the impression I have.

To me, this bit "Steam and Windows matters does matter here." implies that Steam users and Windows users can gift crates between themselves, as long as they are on the same megaserver, NA or EU.
However, the rest of your statement, "You will need to be in the same environment. It's a limitation of working between different storefronts." could be taken as a contradiction of the first part, implying that gifting from "Steam NA to Windows NA" isn't possible.
So, please, which interpretation is correct?

The program currently is specific to crown crate gifting. So sadly, no facilitating crown sales right now.
