Jee-Lar Shadowfen daily bug

When grouped with another player, I can share the dailes from Jee-Lar in Shadowfen, but if the player hasn't done the Shadowfen quest "The Cursed Skull", then Jee-Lar doesn't appear! This was a bug with Wayward Guardian quests from Ardanir in The Reach and it was fixed to allow players that haven't completed The Reach quest line yet to still be able to turn in a daily if shared to them. Jee-Lar in Shadowfen needs the same treatment.
