The account recovery form DOES NOT require you to login with your account in order to submit a ticket. After you select the option to recover your account, you should then have a form to fill out to the best of your ability.

Also give them any additional information about this account possible: answer to security question, names of created characters (if you made any), date of creation and stuff like that.

Had a similar problem with my account when returning after a longer break and the issue was solved within two days. That wasn't an empty account though.
