i use oakensoul too and i love heavy attack builds, however i don't feel excluded from Necrom/update 38. and i don't completely understand what's wrong

You need to land a fully charged HA (2.1s) within a 3s window and crit with it.
You would need 100% crit chance in order to keep the buff up.
The groups that can provide the buffs required to reach 100% crit chance (and above all the way to the cap) are unlikely to welcome a HA player in their ranks.
Realistically most people currently running SM on live are doing so well below that threshold.
In the most common usage scenarios this set will be dead on the water if it goes live like this.

30K is more than enough to run almost any vet content dungeons and trials including hard mode. You just have to pay more attention to mechanics.
