The final bosses on Wayrest Sewers 2, Varaine And Allene Pellingare, don't have health bars above their model. Pretty simple to reproduce.

and also more important but still minor, mobs on the upper floor after the 2hand boss stand still even if they're melee.
and crocs still stuck in combat on the sewer when passing over them and have to wait at door.
