Well thanks but anyway ESO did not answer clearly.
They do what they want with the game, they own it and its their rules. BUT they have absolutly no right to modify MY computer s system.
Actually i need to reboot my system after leaving PTS as something is still continuously reseting in loop my taskbar.
So far i can only imagine that they hide something from us that is clearly dishonest. So i do not wish an answer but i really WANT an answer.
i will alert Windows even on this problem.

Don't go on PTS if you get this upset. @code65536 explained it very well in that thread.
Since I was pinged, I want to clear up a few things...
- No, ESO is not modifying your system. When ESO PTS exits normally, it tells the Windows shell to restart. The shell encompasses things like the task bar, start menu, desktop, etc., and restarting it outside of the usual Windows logout process can have the sorts of undesirable side effects that you are witnessing. These are not changes to your system and are not permanent in any way.
- To fix the side effects, you can log out of Windows and log back in (which is how the shell is normally supposed to be restarted). Rebooting your computer also logs you out and back in, which is why it works, but you don't need to go that far.
- To prevent ESO PTS from restarting the Windows shell and causing these side effects, don't let it exit normally. Killing it in Task Manager will prevent it from telling the shell to restart itself.
- Be sure to let ZOS know your displeasure. The more attention this issue gets, the more likely it will be addressed before it goes Live.

I've been happy with 10, but there are things I'm not happy about with 11. And I have good friends who've had linux for years, so I have "mentors". Which is good, because at 74, I'm needing a bit more hand-holding than I used to!

Well.... I have a website design and management business (since 2005) though I've been trimming my client list heavily the last few years (as in, damn it! I NEED TO RETIRE!) so I've had a lot more "schooling" involved over those years: learning html, php, css - and lately learning to use the "new fancy updated" versions of same.
Really, I'm ready to retire - I don't need the money, and while the clients I have left aren't a hassle, still it's something that I have to stay on top of. Add to that a husband much older than I, and his health issues.... Yeah. Time to go on without that sort of thing.
But I do still have the sort of mind that "gloms" onto machines, the internet etc. I could still build a machine if I needed to. I just.... don't want to go there!

I have my own website, and i am able to modify some addons to my taste and needs. I am even the one in charge to keep husband addons up to date (and not using minion). Husband is the one building our pc's and is also programer
But all the deep and complex running of Windows is a bit above my head:)

Eh, husband has no clue about computers, the internet, etc. so it's a good thing I do.... But why not use minion? It's a lot easier than manually updating. And it runs clean, unlike the Skyrim "mod managers". I still manually install the 150+ mods I use for Skyrim when I start a new setup.

Hey all, wanted to follow up here. The team is aware of this issue and identified a fix. They are working on this now. We’ll follow up once we have a date for the fix.
