IC severs is an creepy place as an public dungeons, now add roaming world boss enemies.2). Imperial City Sewers - i know they've made adjustments to them - but, getting in a fight with a different alliance member and then accidently running in to a bannerman - or running in to a bannerman and then getting in to a fight with a different alliance member.
just the thought of it keeps me in stealth while visiting there...

The Forgotten Crypts public dungeon is definitely one of my choices.
There's a delve or public dungeon whose location and name escapes me at the moment, populated by skeletons, including a few skeletons locked in cells and banging on the doors to be let out. The idea of starving to death and rotting away forgotten or deliberately ignored in a locked cell is definitely creepy to me.

Yeah, Hungers have scared me since they appeared in TES III: Morrowind, mostly because they could easily destroy your armor and weapons in that game. The Gorge had a Stranger Things vibe to it, kind of like Lovecraftian horror. I wish they would tap into that genre of horror more often.

I get a little creeped out....endless halls lined with numberless urns, halls that I have assiduously avoided ever since I learned that each urn houses, in a broth of noisome fluid, a living concept-organ excised from its corpus.

For me Cyrodiil. Not exactly scary, but a drab, dreary vastness.
Every time I went there (I avoid it by now), I felt sad, and went away in a hurry.

somewhere in the Deadlands. it's an inaccessible room, but fron the crack in a door you can peek in and see an old lady with a child in a crib. The room is locked and caged up and there are various creepy things around the room. none of it should be there
