two places come to mind (sorry no pics :'( ):

1). The Rift - so much creepy stuff going on...literally like every other 20 meters there's a bunch of evil cultists trying to raise the dead.

    c-r-e-e-p-y

2). Imperial City Sewers - i know they've made adjustments to them - but, getting in a fight with a different alliance member and then accidently running in to a bannerman - or running in to a bannerman and then getting in to a fight with a different alliance member.

just the thought of it keeps me in stealth while visiting there...

Rivenspire, it's so drab and depressing, the whole zone is just creepy.

I love the sounds that are associated with Riverspire. The winds howling like lost souls through the mountains. And don't forget to look up. Very forboding.

IC severs is an creepy place as an public dungeons, now add roaming world boss enemies.
But the worst part is that most of the players want to kill you.

On the other hand its an cheap thrill experience.
Grinding just make you go in circles.
Asking ZoS for nerfs is as stupid as asking for close air support from the death star.

somewhere in the Deadlands. it's an inaccessible room, but fron the crack in a door you can peek in and see an old lady with a child in a crib. The room is locked and caged up and there are various creepy things around the room. none of it should be there. dpcs1mt7n8sx.png

As long as there are spiders involved it's creepy enough for me. Damn arachnophobia...
Never get between a cat and it's candy!

Overland difficulty scaling is desperately needed. 9 years. 6 paid expansions. 24 DLCs. 40 game changing updates including One Tamriel, an overhaul of the game including a permanent CP160 gear cap and ridiculous power creep thereafter. I'm sick and tired of hearing about Cadwell Silver & Gold as a "you think you do but you don't" - tier deflection to any criticism regarding the lack of overland difficulty in the game. I'm bored of dungeons, I'm bored of trials; make a personal difficulty slider for overland. It's not that hard.

It's funny, but I love riding around Cyrodiil, and always get a smile whenever people dismiss it as "a riding simulator."

The Forgotten Crypts public dungeon is definitely one of my choices.

There's a delve or public dungeon whose location and name escapes me at the moment, populated by skeletons, including a few skeletons locked in cells and banging on the doors to be let out. The idea of starving to death and rotting away forgotten or deliberately ignored in a locked cell is definitely creepy to me.

I think this is the crypt of the exiles in Bangkori, I was there today doing the Undaunted daily quest 💀

I only remember one true jump-scare moment for me, and it was the first time I saw a Hunger in Vvardenfell. And the creepiest place is probably The Gorge, accessed via the quest "The Taste of Fear" in Cey-Tarn Keep, Summerset. *shudders*

Yeah, Hungers have scared me since they appeared in TES III: Morrowind, mostly because they could easily destroy your armor and weapons in that game. The Gorge had a Stranger Things vibe to it, kind of like Lovecraftian horror. I wish they would tap into that genre of horror more often.

And after this wish we got Necrom and Apocrypha 😊

Bot trains in starter zones. Creepy fact: Bots destroyed ESO economy, but nobody cares.

I do. Every time I see someone type bots keeping the economics low I want to bang my head against something. The cheapest way to get mats is farming yourself if you wish to do that.
And there is nothing wrong with prices of mats going up and down.

^100% this! I had to do a mages guild daily there the other day, and it's probably the one location I dread going just because it always makes me feel queasy going there. :s

A few that haven't been mentioned yet.

    1. The dialogue among the NPC necromancers in Fang Lair. It's fantastically over the top, but in the best way possible.
    2. The second secret boss in Shipwright's Regret, the axeman. So perfectly creepy, especially the little rhymes he says.
    3. Daynila Hlas, the merchant in the Rawl'kha outlaws refuge. If you talk to her, she says asks you to hold a jar of spices or says you smell delicious. But tucked behind some furniture next to the wall, you'll find a book on the ground with her recipe for kebabs made from other people.

for me the most creepiest place would have to be the Imperial City sewers. it's overrun with Molag Bal's daedra and all they wanna do is find new ways to torment us mortals before killing us, every corner you turn seems to reveal some new horror they've inflicted on your fellow mortals and you could be next if you get caught and can't fight your way out of their grasp. the wandering xivilai bosses are tough as nails, i like to think the heartbeat sound effect that plays when theyre near is my characters heart pounding in their chest as they get the sense something truly evil is lurking in the next corridor and coming closer. not to mention that one time i was sneaking around in the sewers just to explore when some spider daedra popped out of their egg sacs and scared the daylights out of me! i was NOT expecting that!

for something a tad bit more original tho id say central Glenumbra around Westtry, Aldcroft, and the Hag Fen. nearby Daggerfall is bright and sunny so as you progress through Glenumbra's story it gets darker, murkier, and foggier. i like the idea of getting lost in the fog and hearing something lurking around you just out of sight as a horror element. "is it a wolf? i could maybe take on a wolf. or perhaps its a hungry werewolf? wait, was that a second set of paws i hear in the mist?! i cant take 2 werewolves!" sorta stuff going through my characters mind

For me, It's the description of a library in Apocrypha in a book by Morian Zenas.

    https://en.uesp.net/wiki/Lore:Secrets_Overheard_in_Apocrypha

everytime I imagine this library with it's
...endless halls lined with numberless urns, halls that I have assiduously avoided ever since I learned that each urn houses, in a broth of noisome fluid, a living concept-organ excised from its corpus.
I get a little creeped out.

And the fact that Morian is on the verge of being discovered, and will probably be added to their ranks makes me anxious.

That place where someone invited me to their house and after a few months of forgetting I went. I walked into a house and somebody was tied up. Nothing in all of tamriel was creepier than that.

An empty easy delve, but with stone warriors that sometimes came to life, othertimes didn't..... and that, although i don't know why, was so creepy. Gross things rushing at you is one thing, but never knowing what would move and what wouldnt... even when they were so easy to defeat. So my vote is for tomb of the serpants delve in northern elswyr. it just gave me the creeps. Just watched too many Dr Who episides? Idk.

For me Cyrodiil. Not exactly scary, but a drab, dreary vastness.
Every time I went there (I avoid it by now), I felt sad, and went away in a hurry.

Agree. Cyrodiil is the creepiest place in the ESO for me. Because that place is so empty and nothing with
extremely open space. I felt just like "river of Acheron" which divide living and afterworld.
