This is wrong, fossilize deals less damage and magdk isn't able to squeeze nearly as much burst into a single gcd as Templar is able to.
Get 3 stacks of Seething Fury, make sure Flames of Oblivion is up, make sure target is afflicted by Engulfing Flames, cast Shooting Star, wait, Petrify the target, and then hit them with Molten Whip right as Meteor connects with hopefully a Flames of Oblivion fireball coming in. Equivalent of double ulting someone if you pull it off right.

That molten whip isn't guaranteed to hit in this scenario and therefore your statement is wrong.

Not really, as long as the stacks don't expire you can do a follow up hit. Only when the whip strike lands are the 3 stacks of seething fury consumed.
It is not like old Flame Lash where if you miss the Power Lash you're tough out of luck, or like old Molten Whip where you only had a 5 second window. You have a 10 second window now to get that hit in, and if the guy is dodge rolling use Engulfing Flames to guarantee hits. Sure the burst is now ruined, but the kill is almost guaranteed.
