I also managed to bypass using eso64 from game folder as well.
Windows 7 here to, I had the same issue and tried everything I could find via google, no success.
In the end, ZOS support was able to help me. I had to re-install my Graphics Driver (Geforce GTX 970) which also had issues itself (GeForce Experience not opening). I followed this video: [snip]
What I found interesting, is that during the installation of the Graphics Card driver, the software said that my Windows 7 Security files were not up-to-date and I think this was the root cause. Sadly I didn't save any of the details. I also couldn't connect to Steam friends-list, which was resolved then to.

same error here. Win7 x64, started yesterday while i was playing, so didn't notice when exactly
starting the client directly works, but since my game was bought from steam, i can't login this way
any workarounds?

I am on Steam, I don't have the eso.exe launcher option.
I haven't done anything to my system, was working fine yesterday. This is something ZOS has done in the meantime, hopefully they can reverse/fix it. Sucks to miss out on event tickets through no fault of your own.

Looks like this is a problem with Windows 7 not enabling TLS 1.1 by default for the WinHTTP API. Zenimax must have updated the launcher site today.
I was able to get things to work by applying the fix in KB 3140245 (https://support.microsoft.com/en-us/topic/update-to-enable-tls-1-1-and-tls-1-2-as-default-secure-protocols-in-winhttp-in-windows-c4bd73d2-31d7-761e-0178-11268bb10392).
Specifically I had to install the "Easy Fix" link (https://download.microsoft.com/download/0/6/5/0658B1A7-6D2E-474F-BC2C-D69E5B9E9A68/MicrosoftEasyFix51044.msi) to make the necessary registry updates, NOT just download the Windows update itself.

We shouldn't have to reconfigure our computers to play a game we've been playing for seven years. Last time I tried to install a Win7 update it locked my system up, and I had to do a system restore. I had no problems logging on yesterday, but there's no "Play" button on the launcher today.
