I part it is, Khajiit and Argonians don't have the back flap, now the issue is probably that this has to be transmitted as part of your character but this has been expanded many times, first with coloring, then with outfits and weapon color.Theoretically, if the gear was designed intentionally to have flaps and tassets a separate display item on the model then hiding that one layer would be possible.
If they weren't built using completely separate layers (all one piece of "cloth") the settings wouldn't work.
I'd hope at least a large number of designs kept the moving bits separate from the underlying bits just to make it easier to mod and recycle sections, leaving the possibility that the 'turn off ...' option could be made to work for at least those sets.
I want a toggle on/off flaps.
The following settings exist in the game, but are not hooked up to the settings interface...IN_WORLD_UI_SETTING_HIDE_LOIN_CLOTH IN_WORLD_UI_SETTING_HIDE_TASSETS
Unfortunately, these settings don't do anything (which is probably why they're not hooked up to the interface). But it gives me hope that maybe, just maybe, this might be something that they'll do at some unspecified point in the future.

Since hiding helmets and horse armor is only player specific, I doubt that flaps and tassets would be worldwide.
Move all flaps to their corresponding waist slots. Some, obviously, have none. So keep the buckle only for those. Give people options.

I will admit when I'm wrong. It appears that all they would have to do then is just make a system that can turn them off. Another person mentioned how Khajiit and Argonians have hidden buttflaps that I completely forgot about, so there definitely is some kind of system in place, all they'd have to do is build a bit on it and make it a settings option. My long paragraph was based on an assumption and it turned out to be wrong. And now that I know I was wrong, I already have another idea of how that's possible. Different nodes or branches in the scene root that can be turned off or on depending on certain parameters in the game engine.
