The devs get a lot of things right, then there's so much they get wrong, this is one of those times where they get questioned.
I'll probably skip this dlc and wait till it's a part of the bundle deal for the next one. It doesn't have the weight of previous DLCs.
If they wanted the game to be an open world TES game like the rest, that decision should have been made when they started developing.

If they wanted the game to be an open world TES game like the rest, that decision should have been made when they started developing.
To be fair, it was the shift to make ESO like the single player games that contributed to its comeback success. If they just focused on it being an MMO it probably would not have had its second chance.
People wanted the TES experience plus friends.

It's extra annoying if you are in a PvP player in which case there is nothing in the Chapter for you apart from a particular highly OP-looking Mythic item.
But it is what it is. There are heaps more casual players than there are hardcore PvE or PvP players and ZOS is trying to maximize their investment in the content.
Hopefully one day there will be a Chapter that throws more than a tiny token bone to the combat system (e.g. another Weapon Line, Guild, more skill morphs, etc.) and especially to the PvP community.

That's what they've been working on shifting ESO to - hence companions
