I once found an chest in an group dungeon who had clipped into a rock. That would be impossible to see without the glowing chest passive. Most likely remnants of earlier map builds when those locations weren't blocked off but later on someone added more props and walls to the landscape and didn't make sure that all spawn points were still reachable.
Until they added the treasure chest perk in Greymoor it was pretty much impossible to even know these were there but now there a blue highlight drawing attention to them.
There are other type of unreachable harvestables as well, for example, in Malabal Tor you can see an ore node behind the door to Treehenge that you can never actually get to.
