The concussion comes from the enchant, not the blockade itself. If you stuck a shock enchant on a frost staff, it would be similar.
That said, if minor vuln is the goal, then a charged front-bar weapon with a shock enchant is a better option.
In any case, there's no point in tanks running lightning wall. Some might keep doing it out of inertia, but generally you should be using ice. Or fire, if using Encratis.

As someone else already noted, the chance to proc from AoE DoTs is very low--more than an order of magnitude lower than the proc chance from an enchant. Yes, it's not zero, but not really something worth considering.
Off-balance doesn't matter much either, since Exploiter no longer exists.

So, yes, minor vulnerability.
Also, lightning staff effects are prettier.
edit: clarification: tank usually would go with infused/crusher so less uptime with minor vulnerability.

You get block mitigation from using a shield too and if you're running around with a staff out that much to depend on something when you quickswap bars, idk you're doing it wrong?
I've ditched Ebon Armory set (still seeing way too many using this trash set), and am running Noble's Conquest with Frost staff (infused crusher). All problems solved. 100% uptime of minor vulnerability without much effort, and you get a good heal over time.
Noble's Conquest is a great set if you don't have access to trial sets yet. Especially for PUG and 'unoptimized' groups.

In Veteran Pugs I have noticed, that with one or two Mag Users the uptime of Minor Vulnerability is nearing that of me casting Flies on my Warden. So no need to cast it. It is redundant and does not so much damage as to slot it anyways.
Besides that kind of debuff is usually not high on my prio list as a tank. I still think Ebon is better for PuGs, because of the smaller mitigation now in U29. 1k Health can make the difference between do or die, for those potatoes...😁
