Seems to be influencers tied to ESO with a strong social media or streaming presence, which makes sense for marketing.
Sometimes replicas or extras appear in the Bethesda Gear store, like that broken tablet people got in the mail teasing Elsweyr.

I'm gonna predict that the plot revolves mostly around the origin of the Mysterium Xarxes, and not around Dagon making another attempt at taking over Tamriel. A wolf could relate to Solitude or Kvatch ... but I don't see what any of these cities would have to do with Dagon. Also, no diamond, but a kind of crown?
I'm also not aware that the Daedra-clans represented by the coins (as uesp suggested) are associated with certain animals. It's really quite odd, Dagon doesn't seem like an animal person.
