"Werewolves and other such creatures are highly praised by Reachmen, being perceived as a blessing from Hircine rather than a curse"
so technally turning into one in say Markarth should be fine.

    Unless we have actual factions system I don't know if it's possible for something to be a crime in some zones and not on others 🤔🤔🤔

    Haven't tried it myself, but do you get flagged for crime if you go WW in coldharbour? Depending on how delicate their system is set up for crime, they might be able to use that filter. Or, as I suspect, it's just an on/off button for all crimes there.

    That obviously about technical issue.
    Can't imagine the mess if they should made exception for some aera.
    We've enough bug like this don't ask for more.

    Every time I play necro I got bounty because I can't stand in place without running or using skill xD
    Not a big deal tbh.

    I get the RP thing, but let be honest, that not really a problem.

    Besides right and wrong, or justice as a whole, derive from the eight/nine divines and not the daedra. But that is a lore discussion.

    You don't, but they don't have that zone connected to the Justice System, just like Cyrodiil - so if I had to guess on my own expertise with creating factions in other games (Skyrim, etc), they probably did it as an on/off switch.

    Running around as a WW (I am not about transforming) should not be a crime anywhere. Just because: how does anyone knows that this big grey monster that suddenly run out of forest is me (human/mer/etc) to put bounty on?

    The same way you keep your bounty even if no witnesses were left alive. Guards just know.

    Automatically adding werewolves and vampires to criminals was one of the worst decisions which developers made :/ It completely destroyed fun of being werewolf/vampire in the game.
    When eating people raw and beastially is socially accepted, something might be wrong with the society.

    Before Greymoor, werewolves and vampires could safely roleplay in towns - but they were getting bounty as soon as they started harming NPCs. And this system was totally fine :) If you just stroll around as werewolf/stage 4 vampire, doing emotes and not trying to cause any harm - no crime in that.

    I can freely run around polymorphed as Wraith of Crows or Skeleton - techinically it's not less scary than seeing werewolf or vampire :o

    Transforming in and out of ww should be a crime.

    Lol! Yes, true, except for the fact that they need to feed to stay in form. Additionally, this may be more of a historical thing which may have little bearing on their current justice system.

    What's the difference between running around as a werewolf and running around as zombie/skeleton/daedra/draugr etc, having skin glawing different colors, riding into city on zombie-horse/vampire-cat/death hound etc? None from the point of looking scaring..

    But yes having the guards attack you instantly if they see you as WW but you would not get bounty if you got away and did not drop out of WW form.
    Grinding just make you go in circles.
    Asking ZoS for nerfs is as stupid as asking for close air support from the death star.

    Your right it should not be a crime, paying a bounty doesn't suddenly not make you a monster, what it should be though is it makes you kill on sight for a short period of time but you not beable to accumulate a bounty while transformed.
