I've often wondered about this. Why can't sets buff off hand? Doesn't a 2h heavy attack do much more dmg that a duel wield heavy attack? Even with the offhand, doesn't 2h still do more dmg?

If you read the developers comment as to why they removed the sergeants bonus working for the offhand, you would know that the change was obviously reverted rather than "fixed", so it was never actually bugged. Almost as if sergeants was previously balanced around dual wield in mind when they updated the set earlier this year. Yet suddenly it only became an issue this fall when players with a personal vendetta began to cry loudly about the capabilities of heavy attack builds; with sergeants being targeted in particular.

Maybe it also had to do with the new change to the empower buff, which isn't a good reason either since it leaves sergeants worse overall than it was even with the new empower buff, and for most dual wield stam specs you wouldn't even be able to practically use it anyway.

By the way, resto and lightning staves receive even greater benefits than dual wield from heavy attack sets, and have been for years , so this whole notion of dual wield is getting twice the benefit so therefore it must obviously be bugged is just flat out wrong.
